1. Call to Order
Chair Thomas called the meeting to order at 5:30 PM.
2. Roll Call
All Commissioners were present and all attended remotely.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Weissich made a motion to approve the minutes from
the June 28, 2023 regularly scheduled Civil Service Commission
meeting. Motion was moved and seconded by Commissioner Mitchell;
motion passed 3-0.
S. Consent Items to Accept
A. Letter dated June 19, 2023 from Support Services Manager Christy Warren to
David Lashley offering him the position of Probationary Police Records Specialist
effective July 3, 2023.
B. Letter dated June 19, 2023 from Support Services Manager Christy Warren to
Reid Blecken offering him the position of Probationary Police Records Specialist
effective July 3, 2023.
C. Memo from Chief Padilla dated June 21, 2023 announcing the promotion of Matt
Stansfield to Deputy Chief effective July 16, 2023.
D. Letter and corresponding memo dated June 21, 2023 from Chief Padilla to Andy
Grove promoting him to the rank of Assistant Chief effective July 16, 2023.
E. Letters dated July 1, 2023 from Chief Padilla to Ofr. Spencer Meade and Ofr.
Malcom Wilson notifying them that they successfully completed the probationary
period and are appointed to regular employment status effective July 1, 2023.

F. Letter dated July 10, 2023 from Chief Padilla to Brian Ward notifying him that he
successfully completed the probationary period for Parking Enforcement Assistant
and is appointed to regular employment status effective July 18, 2023.
G. Letter dated July 11, 2023 from Support Services Manager Christy Warren to
Cheney Houseman offering her the position of Probationary Administrative
Assistant II effective July 17, 2023.
H. Letter dated July 12, 2023 from Chief Padilla to Nona Steffes congratulating her
on being hired as a Probationary Lateral Police Officer effective August 1, 2023.
I. Letter dated July 17, 2023 from David Lashley tendering his resignation as a
Records Specialist effective July 17, 2023.
J. Memo dated July 18, 2023 from Chief Padilla accepting David Lashley's
resignation.
K. Letter dated July 18, 2023 congratulating Matt Stansfield on being promoted to
Deputy Chief effective July 16, 2023.
L. Memo dated July 20, 2023 from Chief Padilla to Matt Stansfield confirming the
promotion to Deputy Chief effective July 16, 2023.
M. Memo dated July 20, 2023 from Chief Examiner Winecka detailing the eligibility
list removals through July 20, 2023..
There being no questions, Chair Thomas made a motion to accept items A-M.
Commissioner Mitchell seconded the motion; motion passed 3-0.
6. Items to Approve
A. Continuous testing eligibility list for Experienced/Lateral Police Officer that
was established on March 20, 2023.
B. Continuous testing eligibility list for Experienced/Lateral Police Officer that
was established on April 21, 2023.
C. Continuous testing eligibility list for Experienced/Lateral Police Officer that
was established on May 22, 2023.
D. Continuous testing eligibility list for Experienced/Lateral Police Officer that
was established on June 16, 2023.
E. Continuous testing eligibility list for Entry Level Corrections Officer that was
established on June 28, 2023.
F. Continuous testing eligibility list for Entry Level Police Officer that was
established on June 29, 2023.
G. Continuous testing eligibility list for Experienced/Lateral Police Officer that
was established on July 20, 2023.
H. Eligibility list for Parking Enforcement Assistant that was established on June
29, 2023.
I. Eligibility list for Municipal Court Officer that was established on July 19,
2023.

There being no questions, Commissioner Mitchell made a motion to approve
items A-I. Commissioner Weissich seconded the motion; motion passed 3-
0.
7. Action Items
A. Memo dated July 18, 2023 from Chief Padilla requesting an amendment to rule
7.07 and that this adoption be made under the emergent clause of rule 5.01(b)
so that it is effective immediately.
Assistant Chief Grove provided context to the Memo dated July 18, 2023,
from Chief Padilla requesting an amendment to rule 7.07 and that this
adoption be made under the emergent clause of rule 5.01(b) so that it is
effective immediately. Commissioner Weissich moved to approve Action
Item A, seconded by Mitchell. The motion passed unanimously with a vote
of 3-0.
B. Memo dated July 18, 2023 from Chief Padilla requesting to test for the rank of
Police Commander. The examination process will consist of an assessment
center that will have a final weight of 100%.
After the list is established, successful candidates will also have to participate in
a Chief's interview (pass/fail), and external candidates will have to successfully
complete a polygraph (pass/fail), background check (pass/fail), and
psychological evaluation (pass/fail).
Commissioner Weissich moved to approve the Memo dated July 18, 2023,
from Chief Padilla requesting to test for the rank of Police Commander. The
examination process will consist of an assessment center that will have a
final weight of 100%. Commissioner Mitchell seconded the motion. Motion
passed with a vote of 3-0.

Nothing was discussed for the good of the order.

There being nothing further, Commissioner Mitchell made a motion to adjourn.
Commissioner Weissich seconded the motion; motion passed 3-0. Meeting was
adjourned at 5:36 PM.
