Chair Thomas called the meeting to order at 5:30 PM.

Commissioner Weissich made a motion to approve the minutes from
the June 28, 2023 regularly scheduled Civil Service Commission
meeting. Motion was moved and seconded by Commissioner Mitchell;
motion passed 3-0.

There being no questions, Commissioner Mitchell made a motion to approve
items A-I. Commissioner Weissich seconded the motion; motion passed 3-
0.
7. Action Items
A. Memo dated July 18, 2023 from Chief Padilla requesting an amendment to rule
7.07 and that this adoption be made under the emergent clause of rule 5.01(b)
so that it is effective immediately.
Assistant Chief Grove provided context to the Memo dated July 18, 2023,
from Chief Padilla requesting an amendment to rule 7.07 and that this
adoption be made under the emergent clause of rule 5.01(b) so that it is
effective immediately. Commissioner Weissich moved to approve Action
Item A, seconded by Mitchell. The motion passed unanimously with a vote
of 3-0.
B. Memo dated July 18, 2023 from Chief Padilla requesting to test for the rank of
Police Commander. The examination process will consist of an assessment
center that will have a final weight of 100%.
After the list is established, successful candidates will also have to participate in
a Chief's interview (pass/fail), and external candidates will have to successfully
complete a polygraph (pass/fail), background check (pass/fail), and
psychological evaluation (pass/fail).
Commissioner Weissich moved to approve the Memo dated July 18, 2023,
from Chief Padilla requesting to test for the rank of Police Commander. The
examination process will consist of an assessment center that will have a
final weight of 1001D/v. Commissioner Mitchell seconded the motion. Motion
passed with a vote of 3-0.

I, Nathan Couch, would just like to start off with apologizing for wasting all the time and effort everyone
has put in to hiring me and training. Everyone at the Kent police department has been amazing and I
have nothing negative to say about the department.
I am resigning as of 08/03/23 after talking to my wife and truly thinking about and seeing the real
demands of this job.The sacrifices that we would have to make to live this lifestyle and we both agreed
that we made a mistake and did not think this through fully and so I apologize once again for my
mistake.The law enforcement lifestyle is not for me,and I do not wish to waste anymore time than I
already have.
Thank you to Chief Padilla and Commander Armstrong for the opportunity to work here. Once again
