4. PUBLIC COMMUNICATIONS
A. Public Recognition
i. Employee of the Month
Mayor Ralph recognized Senior Assistant City Attorney - Lead, Julie Stormes
as the July employee of the month.
City Attorney, Tammy White expressed appreciation for Julie and conveyed
some of the work Julie has accomplished, including her work on recent
legislation.
ii. Proclamation for Parks and Recreation Month
Mayor Ralph presented the Proclamation for Parks and Recreation Month to
Kent City Council City Council Regular Meeting July 18, 2023

Brian Levenhagen, Deputy Director of the Parks Department.
Levenhagen expressed appreciation of the Proclamation and provided details
on Parks and Recreation month and related activities.
Levenhagen expressed appreciation of the entire Parks staff.
iii. Proclamation for National Night Out
Mayor Ralph presented the Proclamation for National Night Out to Chief
Padilla.
Chief Padilla expressed appreciation of the proclamation, provided a brief
history of National Night Out and and invited everyone to participate in
National Night Out in the City of Kent on August 1, 2023.
iv. Proclamation for Fetal Alcohol Spectrum Disorders Awareness
Mayor Ralph presented the Proclamation for Fetal Alcohol Spectrum Disorders
Awareness to Alex and Clara O'Keeffe. Alex talked passionately about ending
Fetal Alcohol Spectrum Disorders.
B. Community Events
Council President Boyce announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher announced upcoming Parks and Recreation concerts
and events. Visit KentWa.gov for details.
C. Public Safety Report
Chief Rafael Padilla presented the Public Safety Report.
Chief Padilla provided brief histories on three new officers: Officer Zachary
Fry, Officer Justin Whitlock, and Officer Jerome Bacana and Mayor Ralph
performed the official swearing-ins. Chief Padilla provided a brief history of
Officer Anthony Stanfill that has been deployed and was previously sworn in.
Chief Padilla presented the Chief's Award of Exceptional Duty to Officer
Roland Heyne. Officer Heyne is being commended for his decisive actions to
save the victim from harm and arrest her captor. Office Heyne exemplifies
the Kent Police Department's mission statement of protecting and caring for
people in our community, our value of service, and our vision of improving
the lives of our community members.
Chief Padilla presented the Crime Update in addition to the Washington
Association of Sheriffs and Police Chief's report. Visit WASPC.org for the full

Chief Padilla reviewed the crime statistics for the first half of 2023 and talked
about what is driving crime in Kent.
Chief Padilla compared Kent Police Department staffing with national and
state numbers and talked about why staffing numbers matter and responded
to councilmember's questions about staffing.
Chief Padilla expressed appreciation of the Mayor and Councilmembers'
support and talked about increasing preventative policing.
Mayor talked about the loss of officers and to the changes to state laws that
are affecting the increase in crime. Mayor will continue to lobby the
legislature for changes and thanked the Council for their support. Mayor
indicated the City needs to look at various funding sources to fund additional
officers.
S. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph provided a recap of issues discussed at the recent Association of
Washington Cities conference she attended.
Mayor Ralph serves on the Transportation Policy Board that held a regional-
wide safety summit.
Mayor Ralph provided a recap of the Space Industry Summit that she
attended. The summit was hosted by Blue Origin.
Mayor Ralph expressed appreciation of the Parks, Police and Public Works
Departments for their help to make the Splash event a success.
Mayor Ralph talked about the recent passing of former Mayor Jim White and
expressed appreciation of how the City honored Mayor White.
B. Chief Administrative Officer's Report
Chief Administrative Officer, Pat Fitzpatrick announced the August 41" City
Council retreat that will be held at the Green river College Auburn campus
that will begin at 9 a.m.
Fitzpatrick thanked staff for working to resolve a technical issue with online
mapping services that incorrectly showed the road that use to go through
Van Doren's park.
C. Councilmembers' Reports
Council President Boyce serves as the chair of the Committee of the Whole
and provided a recap of the Operations-related agenda items.

Boyce serves as the chair of the City Council Workshop and provided an
overview of the Information Technology Update and Sound Transit Downtown
Parking Garage and Sound Transit Federal Way Link Extension presentations
from today's meeting.
Boyce serves on the Public Issues Committee that recently recommended
reappointing Councilmember Kaur to the Puget Sound Clean Air Advisory
Committee.
Councilmember Kaur serves on the Puget Sound Clean Air Advisory
Committee that discussed the Strategic Plan update, diesel emissions on
construction job sites and the wood stove recycling program. The Agency
also received a climate reduction grant in the amount of $1 million.
Kaur serves on K4C that is starting to discuss the next legislative session.
Councilmember Larimer serves on the King County Ageing and Disability
Advisory Council that heard a presentation from the Geriatric Workforce
Enhancement Center. Visit NWGWEC.org for additional information. There
was also a discussion on the Area Agencies on Ageing Strategic Plan. Visit
Ageing kingcounty.org to comment on the Strategic Plan. Finally, the Ageing
and disability Advisory Council also heard an update from Public Health that
are encouraging RSV vaccinations.
Councilmember Troutner serves as the Regional Transit Committee that is
visiting the South Space Electrification facility for King County Metro.
Councilmember Fincher serves on the Mental Illness and Dependency Council
that is reading up on social injustice relating to mental health.
Fincher serves on the upcoming Kent Arts Commission events.
Fincher announced the new City of Kent water reservoir on the West Hill is
now operational.

7. PUBLIC COMMENT
Mike Fitzsimmons, a Kent resident, provided public comment on the noise at
the Meridian Valley Country Club caused by pickleball.
Darryl Jones, a Kent resident provided public comment on public safety.

Cody Clark, a Kent resident, expressed appreciation for Kent Lyons that put
on the Kent Cornucopia Days, in addition to expressing appreciation of the
City's Parks, Police and Public Works Departments for their work to make
Cornucopia a successful event.
Clark expressed appreciation of the work of the Kent Police Department in
working for a better future and creating a safer city.

B. Payment of Bills - Approve
MOTION: I move to approve the payment of bills received
through 6/15/23 and paid on 6/15/23 and approve the checks
issued for payroll 6/1/23-6/15/23 and paid on 6/20/23, all
audited by the Committee of the Whole on June 20, 2023.
C. Consultant Services Agreement, CeCe Kermie LLC - Authorize
MOTION: I move to authorize the Mayor to sign the Consultant
Services Agreement with CeCe Kermie, LLC, in an amount not
to exceed $375,000.00, subject to final terms and conditions
acceptable to the IT Director and City Attorney.
D. Cooperative Purchasing Agreement for Staffing Services -
Robert Half, International - Authorize
MOTION: I move to authorize the Mayor to contract for staffing
and recruiting services through the cooperative purchasing
agreement between Houston-Galveston Area Council and
Robert Half International, Inc., if the purchase of these
services is within established budgets and made during the
term of the cooperative purchasing agreement.
E. Changes to the Cultural Communities Board - Ordinance - Adopt
MOTION: I move to adopt Ordinance No. 4470, which amends
Chapter 2.56 of the Kent City Code to rename the Cultural
Communities Board and realign its missions and goals.

F. Safe Streets and Roads For All Action Plan Grant Acceptance -
Authorize
MOTION: I move to authorize the Mayor to sign all necessary
documents to execute an agreement with the Puget Sound
Regional Council for the Safe Streets and Roads For All Action
Plan, in the amount of $472,000, amend the budget and
authorize expenditure of grant funds of up to $118,000 in local
matching effort, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.
G. Accept Grant Funding through the Washington Department of
Transportation Highways and Local Programs Office - Authorize
MOTION: I move to authorize the Mayor to accept grant
funding through the Washington State Department of
Transportation Highways and Local Programs Office in the
amount of $40,469,000, amend the budget, authorize
expenditure of grant funds and matching funds to complete the
projects and authorize the Mayor to sign all necessary
documents subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.
H. Condemnation Ordinance - Reith Road Roundabout Project -
Adopt
MOTION: I move to adopt Ordinance No. 4471, authorizing the
condemnation of property rights necessary to construct the
Reith Road Roundabout Project.
I. 2023 - 2024 Property Insurance Renewal - Approve and Ratify
MOTION: I move to approve the City's renewal of its property,
crime, and drone insurance coverage for July 1, 2023 through
June 30, 2024, subject to final terms and conditions acceptable
to the City's Risk Manager, and ratify all prior acts consistent
with this motion.
