amendment to rule 7.07 and that this adoption be made under the
emergent clause of rule 5.01(b) so that it is effective immediately.
B. Memo dated July 18, 2023 from Chief Padilla requesting to test for
the rank of Police Commander. The examination process will consist
of an assessment center that will have a final weight of 1DOQ/6.
After the list is established, successful candidates will also have to
participate in a Chief's interview (pass/fall), and external candidates
will have to successfully complete a polygraph (pass/fail),
background check (pass/fall), and psychological evaluation
(pass/fail).

Enforcement Assistant position- this appeal has been withdrawn.
The appeal was withdrawn as the candidate failed to confirm that she
wanted to continue with the appeal by the deadline that was provided.

Your employment in this position will be effective 0710312023. Your annual salary will be $62,856,00, which is pay grade 24 and
Step-A. The probationary period is twelve months from your date of hire. You will be eligible for a step increase, pending a

Your starting base salary will be at Probationary KPOA, at $106,200.00 per year. You will be eligible for a step increase on the

hour shift.

Base Salary: $212,078.00

Sick Leave: Effective July 16, 2023, you will begin to accrue six hours of sick leave each pay

Sick Leave Incentive: Effective with your sick leave balance on July 16, 2023, and annually
thereafter, the City agrees to provide you an annual sick leave inceptive amount based on the
following incentive plan, consistent with what the Assistant Chiefs receive:

Sick Leave Cash Out: you will be eligible for a cash out of 40% of your sick leave balance,
upon separation from service with the Kent Police Department for any reason. The 40% of
sick leave hours will be cashed out at the base salary rate of Assistant Chief or the
equivalent rank at the time of separation. The maximum accrual of sick leave is capped at
1040 hours. If at any time in the future the city raises the maximum sick leave accrual,
your cash-out will still be limited to no more than 40% of 1040 hours, or the lesser balance
In your sick leave account at the time of separation.
All other benefits are the same as those provided to other non-represented employees.
This position serves "at the will" of the Mayor. your "at will" status controls your
employment status and supersedes any employment rights or procedures that are provided
by city policy. Serving in an "at will" status means that you serve at the pleasure of the

Dear Commissioners,
In conjunction with the Chief's memo requesting to test for the rank of Commander, I
am asking for an amendment to the rules, The Police Department has recently seen
tremendous turnover caused in part by regional staffing issues, retirements, and
promotions, Due to the ongoing staffing challenges the department finds itself in a
position where not many in-house applicants meet the time in rank requirement for the
rank of Commander. The last test for the rank of Commander yielded a single qualified
applicant.
I am requesting an amendment to the rule as it relates to 1) time in rank, and 2) the
requirement to currently be classified as an employee of the City. This will allow
Sergeants who do not meet the time in rank requirement an opportunity to test and
will open our search for candidates who are similarly qualified professionals outside of
the department. The request will include a sunset clause of December 31, 2024.
I request that the following motion be made: under rule 5.01(b), I request that a
motion be made that this is an emergent situation and that the proposed revisions to
the rules above be adopted as written at the meeting of the Commission effective as of
July 261h, 2023.
The scoring dimension of the testing process will total 100%. The candidate will also
participate in a Chiefs Interview process (pass/fail) and polygraph and background
(pass/fail) for external candidates.

The Kent Police Department requests authorization to conduct a promotional test for
the position of Police Commander. The testing process will be administered through
ApertureEQ and will be held on September 8th, 2023.
Examination will consist of an Assessment Center to test the applicant's competencies
in the dimensions of accountability, communication, leadership, Judgement/decision
making, solution oriented. The scoring dimension of the testing process will total
100%. After the eligibility list has been established, candidates will also participate in a
Chief's Interview process (pass/fail) and external candidates will need to successfully
complete a polygraph examination, background check (pass/fail) and psychological
evaluation.
