Mayor Ralph called the meeting to order.

3. AGENDA APPROVAL
A. I move to approve the agenda as amended.

4. PUBLIC COMMUNICATIONS
A. Public Recognition
1. Employee of the Month
Mayor Ralph recognized Josh Gonzalez as the City's April employee of the
month. Communications Manager, Patti Belle expressed appreciation for
Gonzalez and indicated he is part of the award-winning multimedia team.
Gonzalez thanked his team for all of their support and hard work.
2. Recognition of Kent 101 Graduates
Mayor Ralph expressed appreciation of all of the Kent 101 graduates of the
latest sessions that wrapped up last week.

Communications Engagement Specialist, Tracy Taylor indicated this is the
largest and most engage group of Kent 101 participants.
3. Proclamation for Sexual Assault Awareness Month
Mayor Ralph presented the Proclamation for Sexual Assault Awareness Month
to Mary Ellen Stone, CEO of the Kent Sexual Assault Resource Center.
4. Proclamation for National Public Safety Telecommunicators Week
Mayor Ralph presented the Proclamation for National Public Safety
Telecom municators Week to Lora Ueland, Director of Valley Communications.
Ueland expressed appreciation of the Proclamation and talked about how
proud she is of the work of all her staff.
5. Presentation from the Greater Kent Historical Society
Eileen Yamada-Lamphere, President of the Greater Kent Historical Society
extended an invitation for the public to attend the dedication of the Native
American carving of the Welcome Figure on April 291" at 1 p.m.
Vice President, Mike Evans shared information on how the Welcome Figure
was created and also presented information on the history of Native
American art.
Dylan High, Executive Director, expressed appreciation of the work of the
board and invited everyone to visit the museum. High also advised the 2023
scholarship opportunity for graduating seniors is currently open and
applications are due May 15th.
B. Community Events
Council President Boyce announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher reminded the residents of Kent of the Spring
curbside clean-up event that is taking place this week.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report and Chief Administrative Officer's Report
Mayor Ralph advised the Chief Administrative Officer's report is in today's
agenda packet and there is no executive session tonight.
Mayor Ralph serves on the Puget Sound Regional Council Executive Board
and Executive Committee that recently discussed FTA funding that comes
from federal government. The Model for distributing funds has been in place
for many years and Pierce County Transit expressed concerns that smaller

agencies were not seeing equitable distribution and funding. The work group
came up with more equitable ideas to distribute funding.
Mayor Ralph advised the Regional Policy Committee recommended moving
the Veterans and Seniors levy to the November Ballot. This would be a
renewal levy.
Mayor Ralph serves as the chair on the Flood Control District Advisory
Committee that received updates on projects.
Mayor Ralph provided a recap of the current legislative session that ends on
April 23rd
B. Councilmembers' Reports
Council President Boyce serves as the chair of the Operations and Public
Safety Committee and provided a recap of the agenda items from today's
meeting.
Boyce serves as the chair of the City Council Workshop and provided a recap
of today's joint workshop with the Kent School District.
Boyce serves as the chair on the Sound Cities Association Public Issues
Committee that recently held a networking dinner where King County
Executive, Dow Constantine presented his state of the county address.
Councilmember Michaud serves on the Regional Law Safety and Justice
Committee that received a briefing on the current legislative session.
Additionally, the committee received an update on the City of Snoqualmie's
co-responder program.
Councilmember Kaur serves on the Growth Management Planning Council
that recently approved the Affordable Housing Committee's recommend
amendments on Countywide Planning Policies.
Councilmember Troutner serves on the Puget Sound Regional Fire Authority
that is voting this week on a planned amendment to annex the City of
Tukwila into the PSRFA.
Councilmember Fincher serves on the King County Mental Illness and Drug
Dependency Council that recently received an update on court cases relating
to providing mental health services.
Fincher announced April 22nd as the next Drug Takeback Day.
Fincher serves as the chair of the City's Public Works Committee and
provided a recap of agenda items from the April 3rd meeting.

6. PUBLIC HEARING

7. PUBLIC COMMENT
Raphael Sedan, K.P. Buckner and Jason Kim, all civics class students at
Kentwood High School attended tonight's meeting and spoke to the Council
about their experience attending the meeting.

A. Approval of Minutes
City Council Meeting - City Council Regular Meeting - Mar 21, 2023 7:00 PM
B. Payment of Bills - Approve
MOTION: I move to approve the payment of bills received
through 3/15/2023 and paid on 3/15/2023, and approve the
checks issued for payroll 3/1/2023-3/15/2023 and paid on
3/20/2023, all audited by the Operations and Public Safety
Committee on 3/21/2023.
C. Medical, Stop Loss and Wellness Vendor Contracts - Authorize
MOTION: I move to authorize the Mayor to approve renewal of
the following contracts:
• Medical plan with Kaiser Permanente for one year
• Stop Loss Insurance with LifeWise for one year
• Wellness platform with Vitality Group for 3 years and 9
months with the option to renew automatically for a successive
period of 1 year each,
all subject to approval of final terms and conditions acceptable
to the Interim Human Resources Director and the City Attorney.
D. Washington State Department of Commerce Mill Creek / 76th
Avenue South Flood Plain Stabilization, Habitat Enhancement
Project $980,000 Grant - Authorize

MOTION: I move to accept grant funds in the amount of
$980,000 from the Washington State Department of Commerce
for the Mill Creek / 76th Avenue South Flood Plain Stabilization,
Habitat Enhancement Project, amend the budget, authorize
expenditure of funds, authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director, and to ratify all
prior acts consistent with this motion.
E. Washington State Department of Commerce Mill Creek / 76th
Avenue South Flood Plain Stabilization, Habitat Enhancement
Project $1,950,000 Grant - Authorize
MOTION: I move to accept grant funds in the amount of
$1,950,000 from the Washington State Department of
Commerce for the Mill Creek / 76t" Avenue South Flood Plain
Stabilization, Habitat Enhancement Project, amend the budget,
authorize expenditure of funds, authorize the Mayor to sign all
necessary documents, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director, and
to ratify all prior acts consistent with this motion.
F. James Street Stormwater Improvements - King County Flood
Control District Sub-Regional Opportunity Fund acceptance -
Authorize
MOTION: I move to accept the King County Flood Control
District Sub-Regional Opportunity Fund Allocation, in the
amount of $225,308, for James Street stormwater
improvements, amend the budget, authorize expenditure of
funds, and authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.
G. Excused Absence for Councilmember Larimer - Approve
MOTION: I move to approve an excused absence for
Councilmember Larimer for the City Council meeting of April 4,
2023.

A. 2023 Paint Line Striping and Raised Pavement Markings
Replacement Bid - Award
Public Works Director, Chad Bieren provided a recap of the Paint Line Striping
and Raised Pavement Marking Replacement bid and recommended awarding

to Specialized Pavement Markings, LLC.
MOTION: I move to award the 2023 Paint Line Striping and
Raised Pavement Markings Replacement Project to Specialized
Pavement Marking, LLC in the amount of $342,575.00 and
authorize the Mayor to sign all necessary documents, subject to
final terms and conditions acceptable to the City Attorney and
Public Works Director.
