for Records Specialist and that the following process and weights
be applied:
- Computer-based assessment 100% (70% passing score required)
- Background Pass/Fail

B. Memo dated February 6, 2023 from Chief Padilla requesting to
amend the rule 8.04 for the Commander promotional process for
Corrections.
C. Memo dated February 6, 2023 from Chief Padilla requesting to test
for the rank of Corrections Commander and that the following
process and weights be applied:
- The Command, Skills, and Abilities (CSA) assessment will
evaluate the candidates on equally weighted dimensions and the
CSA will have a total weight of 100%. A minimum passing score
of 65% is required to be placed on the list.

Commissioner Thomas made a motion to approve the minutes from the
November 16, 2022 regularly scheduled Civil Service Commission
meeting. Motion was moved and seconded by Chair Piecewicz; motion
passed 2-0.

A. Memo and corresponding letter dated November 17, 2022 announcing the
promotion of Matt Wheeler to the rank of Probationary Commander effective
December 1, 2022.
B. Memo and corresponding letter dated November 17, 2022 announcing the
promotion of Justin Davis to the rank of Probationary Sergeant effective
December 1, 2022.
C. Letter dated November 22, 2022 from Chief Padilla to Isher Hans congratulating

RE: Provisional Sergeant Appointments, Rule 11.07 (a) and (b) - Sergeant
Civil Service Commission,
Circumstances have developed and the need for two provisional sergeants has presented itself.
A new sergeants list has been certified from a recent testing process, so the two provisional
positions have been selected from the list, using the rule of 3 per rule 11.07 as written below.
11.07 Provisional Appointment. The Chief may make a provisional appointment to an
existing Civil Service position for up to four (4) months. No employee shall receive more
than one (I) provisional appointment or serve more than four(4) months as a
provisional appointee in any one fiscal year (RCW 41.12.040(9))
a. If a current certified eligibility list exists for the position, the appointment shall be
made from the eligibility list utilizing the rule of three as outlined in Rule 11.04,
b. If a current certified eligibility list does not exist for the position, an appointment shall
be made by appointing an employee who occupies the next lower classification or rank
as long as he or she meets the minimum qualifications of the vacant position or by
appointing an employee who has occupied the vacant position in the past. (As amended
on February.28, 2011)

Your starting base salary will be at Recruit Step A, at $7,247.00 per month. You will be eligible for a step

be placed on probationary status for 12 months following successful completion of the Basic Law
Enforcement Academy. All other benefits will follow your union contract. Upon your successful completion
of probation, you are eligible for a training opportunity of your choosing within the prescribed parameters
(up to $1,000, up to one week, in-state, and Job related) to Further your professional development.

The Kent Police Department requests authorization to amend the testing qualifications
to test for the Police Corrections Commander position. The amendment request is to
suspend the requirement of a minimum of 12 months at the Kent Corrections Facility.
This amendment will allow for both internal and external candidates to apply for the
Corrections Commander position.
Currently, Civil Service Rule 8.04 (h) requires an applicant "Must have served
satisfactorily as a Corrections Sergeant or equivalent for 36 months with a municipal,
county, state or federal Corrections Agency with a minimum of 12 months with the
Kent Corrections Facility."
The Police Corrections Commander is a Non-Represented, executive level position. The
selected candidate will work closely with the Support Services Assistant Police Chief
and assume authority and responsibility for the Corrections Facility. They will rely on a
diverse skill set for developing and maintaining a work environment that fosters the
department values: service, professionalism, and integrity.
When paired with enhanced recruitment efforts, this amendment will increase the
number of qualified candidates.
The amendment suspension will remain in effect until the testing process for the Police
Corrections Commander is complete.

RE: Civil Service Rule 9.01, Request to test for Police Corrections Commander
The Kent Police Department requests authorization to conduct a promotional test for
the position of Police Corrections Commander. The testing process will be administered
through Public Safety Testing and will be scheduled as soon as the Chief Examiner's
schedule allows.
Examination will consist of up to four (4) exercises to test the applicant's competencies
in the following dimensions: Oral Communications, Interpersonal Insight, Judgement,
Decisiveness, Delegation and Control.
Each dimension of the testing process will be weighted equally, for a total of 100%.
The candidate will also participate in a Chief's Interview process.

RE: Civil Service Rule 9.01, Request to Test for Evidence Supervisor
The Kent Police Department requests authorization to test for the position of Evidence Supervisor.
The hiring process will consist of a written test, oral board, background, psych exam, and polygraph. The
following weights would be applied:
Written Test: 30% (70% passing score required)
Oral Board: 70%
Background: Pass/Fail
Psych Exam: Pass/Fail
Polygraph: Pass/Fail
There is currently one vacant position. If there is not a sufficient in-house applicant pool, the position will
be posted externally.
