Chair Piecewicz called the meeting to order at 5:31 PM.

All Commissioners were present.

4. Approval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
October 26, 2022 regularly scheduled Civil Service Commission
meeting. Motion was moved and seconded by Chair Piecewicz; motion
passed 2-0.
S. Consent Items to Accept
A. Letter dated October 26, 2022 from Chief Padilla to Andrew Robinson
congratulating him on being hired as a Probationary Police Recruit Officer
effective December 1, 2022.
B. Letter dated November 1, 2022 form Chief Padilla to Cassi Fowler notifying her
that she successfully completed the probationary period and is appointed to
regular status as an Administrative Assistant II effective November 1. 2022.
C. Memo dated November 1, 2022 from Ofr. Dan Brom tendering his resignation
effective December 1, 2022.
D. Memo dated November 7, 2022 from Chief Padilla accepting the resignation of
Daniel Brom effective December 1, 2022.

Commissioner Thomas made a motion to accept items A-E. Chair Piecewicz
seconded the motion; motion passed 3-0.
6. Items to Apgrove
A. Continuous testing eligibility list for Lateral/Experienced Police Officer that
was established on October 21, 2022- REVISED.
B. Continuous testing eligibility list for Lateral/Experienced Police Officer that
was established on November 2, 2022.
C. Continuous testing eligibility list for Lateral/Experienced Police Officer that
was established on November 9, 2022.
D. Continuous testing eligibility list for Entry Level Corrections Officer that was
established on November 9, 2022.
There being no questions, Chair Piecewicz made a motion to approve items
A-D. Commissioner Thomas seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated November 7, 2022 from Chief Padilla requesting to test for the
rank of Sergeant and that the following process and weights be applied:
-Written Exam: 70% passing score required; weight of 20%
The top 12, including ties, would move on to the WPR
-Work Performance Rating (WPR): no passing score; weight of 50%
-Assessment Center: minimum passing score of 60% required; weight of 30%.
Commissioner Thomas made the following motion: "I make a motion to
accept and authorize the request to test for the rank of Sergeant with the
weights as stated." Chair Piecewicz seconded the motion; motion passed
3-0.

Chief Examiner Winecka and the Commission welcomed new Commissioner Bruce
Weissich.

Officer Krishan Kumar's probationary period is being extended for 1 year to March 1, 2024 due
to medical leave. Officer Kumar graduated from the academy March 3, 2022. He went out on
light duty on January 25, 2022 and hasn't been back to full duty since. We need to extend his
probation for this medical disability.
