HomeMy WebLinkAboutCity Council Committees - Bicycle Advisory Board - 09/14/2020Kent Bicycle Advisory Board September 14, 2020 Minutes Held remotely over Zoom Approval Pending BOARD MEMBERS PRESENT: Wendy Graves, Chair; Andy Sobczyk, Vice Chair; Board Members; Joe Cimaomo, Aaron Dent, Julie Dunn, Daren Osborn, Dave Peterson, Mel Roberts, Nik Shetye, Connie Stolpp. CITY STAFF MEMBERS PRESENT: Erik Preston & April Delchamps. 1. Call to Order The meeting was called to order at 5:47 pm, with Wendy Graves presiding. 2. Roll Call All members were present. 3. Changes to Agenda Mel Roberts asked to include #7 Agenda item, By-Law Approval, to the agenda. 4. Approval of Minutes February 24, 2020 meeting minutes were reviewed, Julie Dunn (or was it Connie) moved to accept the minutes and Nik Shetye seconded the motion to approve the minutes as written. The minutes were approved by the Board. 5. Appointment of a Secretary Wendy Graves asked if there were any volunteers, Joe Cimaomo volunteered. Wendy Graves moved to appoint Joe Cimaomo as Secretary, Mel Roberts seconded the motion. The Board unanimously appointed Joe Cimaomo as Secretary. 6. Transportation Master Plan Update April Delchamps presented on the status of the Kent Transportation Master Plan (TMP). She discussed the current work on equity, race, and transportation; especially how these topics influence project evaluations and prioritization based on the adopted TMP goals. She encouraged KBAB members to attend the City Council meeting on 9/15/20 where there would be further discussion about the funding of the project list and how it is affected by revenue trends. April then reviewed the top project corridors for each city subarea and invited input to determine KBAB’s top priority corridors for each subarea. After much productive discussion the following projects and corridors were selected. • Downtown Subarea (DSA) 1. DSA-2 – W James Street 2. DSA-5 – W Meeker St • Manufacturing and Industrial Center Subarea (MIC) 1. MIC-2 – S 212 St, between Green River Trail and Interurban Trail. 2. MIC-4 – S 228 St, between Green River Trail (GRT) and Interurban Trail, especially the interchange/intersection with the GRT. 3. MIC-1 – S 208 St, the portion between 84 Ave S and 92 Ave S becomes important with the selection of NEH-1 on S 200 St as a preferred northern route up the east hill. • Midway Subarea (Midway) 1. Midway-2 (east) – Reith Rd from Military Rd to SR 516 2. Midway-4 – Military Rd • North East Hill Subarea (NEH) 1. NEH-5 – 132 Ave SE 2. NEH-1 – S 200 St, add 92 Ave S as a connection to MIC-1 and S 208 St. • South East Hill Subarea (SEH) 1. SEH-3 – SE 256 St 2. SEH-7 - Canyon Dr-SE 256 St 3. SEH-2 and SEH-9 are next tier projects The following were “Missed” Projects the board agreed should be reconsidered: • I-5 Shared-Use Path under Link Light Rail. • KDM Rd (SR 516) Trail from Meeker to I-5. • Canyon Dr Trail (E Titus St to 97 Pl S) • 124 Ave SE SO Kent-Kangley • East Hill Greenways o Connect 108th to 116th between 192nd and 200th o Connect SE 208 St to SE 196 St near 116 Ave SE to “extend” 116 Ave SE. o 92 Ave S (S 200 St to S 208 St) – Erik Preston: Traffic volume and speed are too high for a Greenway; combine with NEH-1 – S 200 St project. o Connect 108 Ave SE to 132 Ave SE near SE 216 St. o Citywide Greenway Plan. April added that the TMP Project List comment period ends on 9/21. She should have cost estimates ready near the end of October and could share with the board at the 10/26 meeting. 7. By-Law Approval Due to the late time of 7:23, Wendy recommends that KBAB member review the by-laws and send comments to Mel before the next meeting. Erik Preston recommends that Mel send the by-law revisions to City Staff to re-distribute to the Board. The By-Law approval should be added to the next meeting agenda. Wendy suggests that the 9/28/2020 meeting be cancelled and schedule the next meeting for 10/26/2020. 8. Adjournment At 7:28 pm, the meeting was declared adjourned.
