5. Public Works Agreement with Modern Building Systems -
Recommend
MOTION: Move to recommend council authorize the mayor to sign a
public works agreement with Modern Building Systems, Inc. in the
amount of $300,328.60 for the site preparation, purchase and
installation of a new modular building to be located at the City Shops
facility, subject to final terms and conditions acceptable to the parks
director and city attorney.

6. Comprehensive Recreation Program Plan Overview - Information
Director Parascondola handed out CAPRA Accreditation Standards. This
document can be located at

7. Contract with PROS for Comprehensive Recreation Program Plan -
Recommend
The budget is coming from the Parks department operating budget. This has
to be completed by second Quarter. The goal to award and kick of the
initiative by late November which will be ahead of schedule.
Committee wanted to know what we were doing to mitigate a better
demographic cultural outcome moving forward on the Survey? The response
is that this was a learning experience however the director has personally
reached out to 15 diverse cultural groups and is finding it currently
challenging to obtain feed back and are open to looking at different language
to be utilized if it is found to be a barrier.
MOTION: Move to recommend council authorize the mayor to sign a
consultant services agreement with PROS, in the amount of $92,160
to develop a comprehensive plan for city recreation programming,
subject to final terms and conditions acceptable to the parks director
and city attorney.

8. Lease with Union Pacific Railroad for Uplands Extension -
Recommend
MOTION: Move to recommend council authorize the mayor to sign a
lease agreement with Union Pacific Railroad, in the amount of $3,000
and increased by three percent (3%) annually, for use of the Uplands
Extension Triangle parcel, subject to final terms and conditions
acceptable to the parks director and city attorney.

9. Directors Report
The restaurant deal at Riverbend Golf course fell through. However, two new
restaurateurs may be viable candidates that we are in talks with now.
We are not putting out a YouMeWe 2019 event. We are not able to agree on
an appropriate date with ShoWare.
10. Garbage Dumping at Mill Creek Canyon
Timothy Brown shared information the usage level of citizens and residents
of the trail at Mill Creek Canyon deeming it an active trail. He also noticed an
increase in garbage being dumped in Mill Creek Canyon.
Mr. Brown is recommending that the City Council and Parks Committee do a
social media and publication campaign regarding the illegal dumping of
garbage into the Mill Creek Canyon because it is a park and wilderness area,
not a dumping ground. Mr. Brown handed out a flyer he created that he has
been handing out to various places requesting residents not dump in the Mill
Creek Canyon Park.
