Agenda:
1. Call to Order
Chair Piecewicz called the meeting to order at 5:31 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Zaratkiewicz made a motion to approve the minutes
from the regularly scheduled March 28, 2018 Civil Service Commission
meeting. Motion was seconded by Commissioner Thomas; motion
passed 3-0.
5. Consent Items to Accept

A. Memo dated March 26, 2018 from Chief Thomas providing a Notice of Discipline
to Ofr. Brian Cortinas in regard to IA No. 18-001.
B. Letters dated March 30, 2018 from Chief Examiner Winecka to Tracy Hathaway,
Ozzy Asbell, Taylor McCormick, and Erik Knudson notifying them that their
names had been removed from the Continuous Testing Eligibility List for Entry
Level Police Officer effective March, 30, 2018.
C. Letters dated March 30, 2018 from Chief Examiner Winecka to Cody Esau and
Adam Link notifying them that their names had been removed from the
Continuous Testing Eligibility List for Entry Level Police Officer, per their
request, effective March 30, 2018.
D. Letter dated March 30, 2018 from Chief Examiner Winecka to Dustin Johnson
notifying him that his name had been removed from the Continuous Testing
Eligibility List for Experienced/Lateral Police Officer, per his request, effective
March 30, 2018.
E. Letters dated March 30, 2018 from Chief Examiner Winecka to Marlon Campbell
and James Gewalt notifying them that their names had been removed from the

Continuous Testing Eligibility List for Experienced/Lateral Police Officer effective
March, 30, 2018.
F. Letters dated March 30, 2018 from Chief Examiner Winecka to Maggie Rayback,
Clement Acholonu, and Bo Smokoska notifying them that their names had been
removed from the Continuous Testing Eligibility List for Experienced/Lateral
Corrections Officer effective March, 30, 2018.
G. Resignation letter from Ofr. Travis Eaton dated March 30, 2018.
H. Memo dated March 30, 2018 from Chief Thomas accepting the resignation of
Ofr. Travis Eaton.
I. Memo dated April 2, 2018 from Chief Thomas notifying the Commission that
Probationary Officer Hunter Hamilton was discharged on April 2, 2018.
J. Letter dated April 6, 2018 from Ofr. Matt Mullennix tendering his resignation
effective April 21, 2018.
K. Memo dated April 10, 2018 from Chief Thomas notifying the Commission that
he has accepted Ofr. Matt Mullennix’s resignation effective April 21, 2018.
L. Letter dated April 16, 2018 from Chief Thomas to Eric Rodenberg
congratulating him on being hired as a Probationary Lateral Police Officer
effective June 1, 2018.
M. Memo dated April 16, 2018 from Chief Thomas notifying the Commission of
disciplinary action for Sgt. Tom Clark in regard to IA No. 17-015.
There being no questions, Chair Piecewicz made a motion to accept consent
items A-M. Commissioner Zaratkiewicz seconded; motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on March 22, 2018.
Commissioner Zaratkiewicz made a motion to approve into record item A.
Chair Piecewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated April 17, 2018 from Chief Thomas requesting to test for the
position of Public Education Coordinator and that the following process
and weights be applied:
Written Assessment: 30% (70% passing score required)
Oral Board: 70% (70% passing score required)
Background: Pass/Fail
Polygraph: Pass/Fail
If there is a sufficient in-house applicant pool, the process will consist
solely of an oral board and Chief’s Interview.

If the position is open to the public, the top 15 from the written
assessment will move on to the oral board process.
Commissioner Thomas made the following motion: “I make a motion to
approve testing for the position of Public Education Coordinator using the
process outlined.” Chair Piecewicz seconded the motion; motion passed 3-
0.
8. For the Good of the Order
Commissioner Zaratkiewicz notified the other Commission members and the Chief
Examiner that he would not be in attendance at the June meeting.
9. Adjournment
Chair Piecewicz made a motion to adjourn. Commissioner Thomas seconded the
motion; motion passed 3-0. Meeting was adjourned at 5:35 PM.
