Chair Piecewicz called the meeting to order at 5:33 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda Chief Examiner Winecka noted that there was a
correction that needed to be made to item 7A.
4. Approval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
regularly scheduled August 22, 2018 Civil Service Commission
meeting. Motion was seconded by Commissioner Zaratkiewicz; motion
passed 3-0.
S. Consent Items to Accept
A. Letter dated August 17, 2018 from Chief Padilla to Shaun Brooks congratulating
him on being hired as a Probationary Police Recruit Officer effective September 4,
2018.
B. Letter dated August 20, 2018 from Chief Padilla to Robert Curl, III congratulating
him on being hired as a Probationary Lateral Police Officer effective September
17, 2018.
C. Letters dated August 21, 2018 from Chief Examiner Winecka to Entry Level Police

There being no questions, Chair Piecewicz made a motion to accept consent
items A-M. Commissioner Zaratkiewicz seconded; motion passed 3-0.

established on August 24, 2018.
B. Eligibility list for the rank of Commander that was established on September 17,
2018.

Chair Piecewicz made a motion to approve into record items A and B.
Commissioner 2aratkiewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated September 4, 2018 from Chief Padilla requesting permission
to test for the position of Records Specialist and that the following process and
weights be applied:
Written Exam: 30% (70% passing score required)
Data Entry: Pass/Fail
Oral Board: 70% (70% passing score required)
Polygraph: Pass/Fail
Background: Pass/Fail
The top 20 candidates that pass both the written exam and data entry
assessment will move on to the oral board interview process.
Chief Examiner Winecka noted that the date of the memo in the agenda, as
well as the requesting Chief, were incorrect and provided the Commission
with the correct information.
Chair Piecewicz then made a motion to approve testing as requested by
Chief Padilla with the process and weights as listed. Motion was seconded
by Commissioner 2aratkiewicz; motion passed 3-0.

9. Adiournment
Commissioner Thomas made a motion to adjourn. Commissioner Zaratkiewicz
seconded the motion; motion passed 3-0. Meeting was adjourned at 5:38 PM.

Kent Police Department. While it has been my privilege to serve as an Officer at Kent
PD, I must inform you that my last day of employment will be October 11, 2018.
it has truly been an honor to work alongside the members of this great Department. I
saw myself serving here for many more years and if not for the need to move closer to
family. I would gladly continue here at Kent PD. It was a very difficult decision but
please know that I have enjoyed my time here at Kent PD and I only have great things
to say about mis Department.
Thank you so much for ailowing me to serve the City of Kent, I am beyond grateful for
the opportunity.

Your starting base salary as a probationary lateral police ofricer will be at Step D $6,276 per month, You
will be provided with a leave bank of 40 hours of annual leave and 40 hours of sick leave. You will be
placed on probationary status for one year from your date of hire. All other benefits will follow your union
contract, Additionally you qualify for our $10,000 Lateral Hiring Incentive which is payal}le fn two
payments ($5,000 on your first paycheck and $5,000 upon your successful completion of probation; less
applicable taxes). Upon your successful completion of probation, you are eligible for a training opportunity
of your Choosing within the prescribed parameters (up to $1,000, up to one week, in-state, and job
related) to further your professional development.

LATERAL OFFICER HIRING INCENTIVE
ACKNOWLEDGEMENT OF CONDITIONS OF ACCEPTANCE
In an effort to assist in the recruitment and hiring of currently employed and experienced law enforcement
officers (i.e. laterals), the City of Kent and its Police Department (the "City") have created a hiring incentive
program. Included within the available hiring Incentives is a monetary incentive that may be paid to any lateral
law enforcement officer who meets the following qualifications: (1) at the time of the City's job offer, the lateral
recruit was employed as a law enforcement officer for another municipal agency; (2) the lateral recruit met the
minimum requirements for admission to the Equivalency Academy as provided for by the Washington State
Criminal Justice Training Commission; and (3) at the time of the City's job offer, the lateral recruit had completed
any probationary period and Field Training Officer / Police Training Officer program required by the recruit's
current municipal agency.
Having met the required qualifications, the City has offered Patrick Baughman , a
monetary hiring incentive In the amount of$10,000, less applicable taxes and deductions, which will be payable
in two equal installments as follows:
1. The first installment of $5,000 will be paid with the paycheck the recruit receives
for the first pay period following the recruit's hiring. The first installment Is paid to
the lateral recruit on the condition of repayment to the City in the event the lateral
recruit voluntarily separates employment with the City during any probationary
period. If the lateral recruit is terminated, repayment will not be required.
2. The second installment of $5,000 will be included with the paycheck the recruit
receives for the pay period following the recruit's successful completion of any
applicable probationary period. This second installment will not be issued to any
lateral recruit who does not successfully complete the probationary period. Once
earned, the second Installment Is payable to the lateral recruit with no repayment
condition attached.
By signing below, the lateral recruit acknowledges and understands that the first installment of the hiring
incentive Is paid by the City on the condition that the lateral recruit repay the City the gross amount received
($5,000) if the recruit voluntarily separates employment with the City during any probationary period, and by
signing below, the lateral recruit further agrees to such repayment.

In an effort to assist in the recruitment and hiring of currently employed and experienced law enforcement
officers (i.e. laterals), the City of Kent and its Police Department (the "City") have created a hiring Incentive
program. Included within the available hiring incentives is a monetary Incentive that may be paid to any lateral
law enforcement officer who meets the following qualifications: (1) at the time of the City's job offer, the lateral
recruit was employed as a law enforcement officer for another municipal agency; (2) the lateral recruit met the
minimum requirements for admission to the Equivalency Academy as provided for by the Washington State
Criminal Justice Training Commission; and (3) at the time of the Clty's job offer, the lateral recruit had completed
any probationary period and Field Training Officer / Police Training Officer program required by the recruit's
current municipal agency.
Having met the required qualifications, the City has offered William Fritsch , a
monetary hiring Incentive in the amount of $10,000, less applicable taxes and deductions, which will be payable
in two equal Installments as follows:
1. The first installment of $5,000 will be paid with the paycheck the recruit receives
for the first pay period following the recruit's hiring. The first installment is paid to
the lateral recruit on the condition of repayment to the City In the event the lateral
recruit voluntarily separates employment with the City during any probationary

Over the past few years, you have agreed to move the Civil Service Commission
meetings ahead one week for both November and December in order to avoid the
meetings falling directly before the holidays.

Re: Request to Eliminate Computer-based Assessment Testing
Dear Commissioners:
This memo serves as a request to approve eliminating the computer assessment stage of
the Entry Level Police officer, Entry Level Corrections Officer, and Transitional Officer
testing process.
The current testing process for entry level police officer, entry level corrections officer
and transitional officer is resulting in an average wait time for candidates (from the date
of initial testing at Public Safety Testing to the date of placement on an eligibility list) in
excess of a month and a halt. This causes delays in hiring as the Police Department finds
itself behind the timelines of other agencies candidates may be testing with. The
proposed change to the testing process eliminates the re-ranking of candidates to
expedite successful candidate hiring. The time savings in the recommended process is
anticipated to be approximately one month.
The Process currently being used:
1. A candidate for employment as an entry level police officer or entry level
corrections officers initially tests for employment with the Kent Police Department
by submitting to a written test and physical ability test with our contracted test
vendor, Public Safety Testing.
2. Passing candidates are ranked and placed on an Initial Pass list as long as they
score 70% or higher on their written test score, with the physical ability test
assessed as pass/fail.
3. Candidates are invited by email to submit an application online for the position
sought, via the Civil Service Chief Examiner, who also conducts a pre-screen.
4. Candidates that pass the pre-screen are then Invited to attend the computer-based
assessments, which rate the candidate on both IQ and motivation potential.
S. Passing candidates are then ranked based upon the achieved scores in the
computer-based assessments, with an adjustment for those candidates eligible for
Veterans' Scoring Criteria, and numerically placed on the Continuous Testing
Eligibility List.
Proposed change:
1. Candidates for employment for entry level police officer and entry level corrections
officer will continue to test with our agency test administrator, Public Safety
Testing.
2. Once passing scores are received by the City of Kent, the candidate will receive an
email invitation to submit an online application for the position sought. This email
invitation will include instructions for those who are eligible for Veterans' Scoring
Criteria to also submit proof of eligibility for the benefit.
3. The Civil Service Chief Examiner will conduct a pre-screen of all applicants that
complete the online application.
4. The written test score achieved with Public Safety testing (with any benefit allowed
for those eligible for veterans' Scoring Criteria) will be used to place the candidate
on the Continuous Testing Eligibility List in descending order of the final scores.
*Note that the PD will utilize the testing materials currently used in computer
based assessments as a tool in the background investigation Initial interview,
which as was how it was done until the end of 2016
If approved, this change will not affect the testing process for the position of lateral
police officer or lateral corrections officer.
The department wishes to make this change effective January 1 2019.
