Wayne Graff, Natalie Winecka, Secretary/Chief Examiner; Agenda: 1. Call to Order Chair Piecewicz called the meeting to order at 5:33 PM 2. Roll Call Commissioner Zaratkiewicz was absent. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Chair Piecewicz made a motion to approve the minutes from the regularly scheduled September 26, 2018 Civil Service Commission meeting. Motion was seconded by Commissioner Thomas; motion passed 2-0. 5. Consent Items to Accept A. Memo dated September 21, 2018 from Ofr. Shane Rose to Chief Padilla providing notice of resignation effective October 11, 2018. B. Memo dated September 25, 2018 from Chief Padilla accepting the resignation of Ofr. Shane Rose effective October 11, 2018. C. Letters dated September 28, 2018 from Chief Examiner Winecka to Entry Level Corrections Officer candidates Jake Baker, Kent Christiansen, Nathaniel Jenks, and William Skelley notifying them that they have been removed from the Continuous Testing Eligibility List for the position effective September 28, 2018. D. Letters dated September 28, 2018 from Chief Examiner Winecka to Entry Level Police Officer candidates Cody Cowan, Ryan Sorge, and Luke Taylor notifying them that they have been removed from the Continuous Testing Eligibility List, per their request, effective September 28, 2018. E. Letters dated September 28, 2018 from Chief Examiner Winecka to Entry Level Police Officer candidates Michael Gailey, Travis Guernsey, Jon Hill, Cody Rousseau, Wyatt Swicegood, Kevin Tham, and Kyle Woods notifying them that they have been removed from the Continuous Testing Eligibility List for the position effective September 28, 2018. Letter dated October 1, 2018 from Chief Padilla to Robert Hollis confirming his promotion to the rank of Probationary Police Commander effective October 1, 2018. H. Letter dated October 2, 2018 from Chief Padilla to Kristina Workman notifying her that she successfully completed her probationary period and is appointed to regular employment status as a Police Records Specialist effective October 2, 2018. I. Letter dated October 4, 2018 from Chief Examiner Winecka to Heather Bradshaw notifying her that her name has been removed from the Continuous Testing Eligibility List for the position of Experienced/Lateral Corrections Officer effective October 4, 2018. J. Memo dated October 9, 2018 from Chief Padilla notifying the Commission of various assignment appointments within the department. K. Letter dated October 11, 2018 from Chief Padilla to Patrick Baughman congratulating him on being hired as a Probationary Lateral Police Officer effective November 1, 2018. L. Letters dated October 11, 2018 from Chief Examiner Winecka to John Holloway, Cory Martin, Robert Melvin, and Tim Taylor notifying them that their names have been removed from the Continuous Testing Eligibility List for the position of Experienced/Lateral Police Officer effective October 11, 2018. M. Letters dated October 12, 2018 from Chief Examiner Winecka to Entry Level Police Officer candidates Nicole Bolasky, Jon Clayton, Carol Ann Fuchs, and Jeffrey Hendrix notifying them that they have been removed from the Continuous Testing Eligibility List, per their request, effective October 12, 2018. N. Letters dated October 12, 2018 from Chief Examiner Winecka to Joseph Hart, Michael Jovanovich, Jon Matchette, Davis Ouk, and Thaddeus Tidwell notifying them that their names have been removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective October 12, 2018. O. Letters dated October 12, 2018 from Chief Padilla to William Fritsch and Jim Beemer congratulating them on being hired as a Probationary Lateral Police Officers effective November 1, 2018. P. Letter dated October 15, 2018 from Chief Padilla to Cody Blowers congratulating him on being hired as a Probationary Police Recruit Officer effective November 1, 2018. There being no questions, Chair Piecewicz made a motion to accept consent items A-P. Commissioner Thomas seconded; motion passed 2-0. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on August 14, 2018. B. Continuous Testing Eligibility list for Lateral/Experienced Corrections Officer that was established on August 31, 2018. C. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on August 31, 2018. D. Continuous Testing Eligibility List for Entry Level Police Officer that was established on September 18, 2018. E. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on October 4, 2018. F. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on October 11, 2018. G. Continuous Testing Eligibility list for Entry Level Police Officer that was established on October 16, 2018. H. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on October 16, 2018. I. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on October 17, 2018. J. Continuous Testing Eligibility list for Lateral/Experienced Corrections Officer that was established on October 17, 2018. Chair Piecewicz made a motion to approve into record items A through J. Commissioner Thomas seconded the motion; motion passed 2-0. 7. Action Items A. Memo dated October 4, 2018 from Chief Examiner Winecka and Recruiting Officer Wayne Graff requesting a change to our testing processes for entry level and Transitional Officer testing. Chief Examiner Winecka explained that, in an effort to remain competitive in reaching candidates more quickly, that this request was made to change our testing processes. Chief Padilla and Ofr. Graff reiterated the need to reach candidates and get them moving in our process more quickly as there is huge need to find qualified candidates and we are competing with our agencies to get positions filled. Chair Piecewicz then made a motion to approve the request to change the testing process used for entry level and Transitional Officer testing. Memo dated October 9, 2018 from Chief Examiner Winecka requesting to change the date of the December 2018 meeting. Chief Examiner explained that, with how the Thanksgiving holiday falls this year, that the November meeting would not need to be moved, just the December meeting. Commissioner Thomas made a motion to move the December Civil Service Commission meeting to December 19. Chair Piecewicz seconded the motion; motion passed 2-0. 8. For the Good of the Order Nothing further. 9. Adjournment Chair Piecewicz made a motion to adjourn. Commissioner Thomas seconded the motion; motion passed 2-0. Meeting was adjourned at 5:46 PM.
