Item Description
1. The Special Meeting of the Civil Service Commission was called to
order at 5:33 p.m. by Acting Chair Jeff Piecewicz.
2. Commissioners present: J. Piecewicz and P. Thomas
3. Chief Examiner Winecka and A/C Padilla noted that there were
revisions to Action Items 'A' and "B'.
4. Commissioner Thomas moved to approve the minutes, dated July 22,
2015, seconded by Acting Chair Piecewicz. Motion carried 2-0.
5. Consent Items to Accept:
Commissioner Thomas moved to accept Items A through L, seconded
by Acting Chair Piecewicz. Motion carried 2-0.
A. Memo dated July 1, 2015 from Ofr. Joshua Bava providing notice of his intent to
resign from the department.
B. Memo dated July 15, 2015 from Chief Thomas notifying the Commission that
Det. Ty Sagiao will be assigned as Acting Sergeant from July 21-24, 2015.
C. Memo dated July 15, 2015 from Chief Thomas accepting the resignation of Ofr.
Joshua Bava.
D. Letter dated July 16, 2015 from Chief Thomas to Ofr. Eli Morris notifying him
that he successfully completed the probationary period and is appointed to
regular employment status effective July 16, 2015.
E. Memo dated July 17, 2015 from Chief Thomas notifying the Commission that
Det. Tami Honda will be assigned as Acting Sergeant from September 1-14,
2015.
F. Memo dated July 17, 2015 from Chief Thomas notifying the Commission that
Sgt. Matthew Holmes will be assigned as Acting Commander from August 7-17,
2015.
G. Letter dated July 30, 2015 from Chief Thomas to Abbie Taylor notifying her that
she successfully completed the probationary period and is appointed to regular
employment status as an Evidence Custodian effective July 14, 2015.
H. Memo dated August 5, 2015 from Chief Thomas notifying the Commission that
Det. Matt Lorette will be assigned as Acting Sergeant from August 6-17, 2015.
I. Memo and corresponding letter dated August 18, 2015 from Chief Thomas to
Ofr. Andy Grove notifying him that he successfully completed the probationary
period and is appointed to regular employment status effective August 18, 2015.
J. Memo and corresponding letter dated August 18, 2015 from Chief Thomas to
Ofr. Kevin Strong notifying him that he successfully completed the probationary
period and is appointed to regular employment status effective August 18, 2015.
K. Letter dated August 18, 2015 from Chief Examiner Winecka to Entry Level Police
Officer candidate Vanessa Garris notifying her that her name has been removed
from the eligibility list, per her request, effective August 18, 2015.
L. Letters dated August 18, 2015 from Chief Examiner Winecka to Entry Level
Police Officer candidates Cedric Brookens, Barrington Hall II, and Derek Haller
notifying them that their names were removed from the eligibility list effective
August 18, 2015.
6. Consent Items to Approve:
Acting Chair Piecewicz moved to approve Items A and B, seconded by
Commissioner Thomas. Motion carried 2-0.
A. Continuous Testing Eligibility list for the position of Lateral/Experienced
Corrections Officer that was established on August 18, 2015.
B. Continuous Testing Eligibility list for the position of Entry Level Police Officer that
was established on August 18, 2015.
7. Action Items:
A. Memo dated August 14, 2015 from Chief Thomas requesting permission to test
for the rank of Assistant Chief and that the test consist solely of an interview
process. Candidates will be evaluated in following areas: Interpersonal
Sensitivity, Leadership/Integrity, Adaptability/Flexibility, Planning and
Organizing, Initiative, Problem Analysis/Judgement, Communication Skills,
Decisiveness, Stress Tolerance, and Management Control.
B. Memo dated August 14, 2015 from Chief Thomas requesting permission to test
for the rank of Commander. The exam will consist of up to four exercises and
candidates will be evaluated in the following areas: oral communication,
interpersonal insight, problem analysis, judgment, decisiveness, planning &
organization, and delegation & control. Exercises will be equally weighted.
Chief Examiner Winecka explained to the Commission that she and
Assistant Chief Padilla had met with the consultant for the promotional
exams after the initial memos had been created and noted that, after
discussing the promotional process with the consultant, that the areas
that are going to be tested had changed (revised memos were presented
to the Commission and are included with these minutes).
The promotional processes for Assistant Chief will now evaluate
candidates in the following areas: Interpersonal Insight, Judgement,
Decisiveness, Delegation and Control, and Problem Analysis.
The promotional process for Commander will now evaluate candidates in
the following areas: Oral Communication, Interpersonal Insight,
Judgement, Decisiveness, and Delegation and Control.
Acting Chair Piecewicz moved to grant permission to test for the ranks
of Assistant Chief and Commander with the changes as noted, seconded
by Commissioner Thomas. Motion carried 2-0.
C. Memo dated August 14, 2015 from Chief Thomas requesting permission to test
for the rank of Sergeant and that the promotional test consist of the following
components:
a. Written Exam: 25% final weight
The top 12 from the written exam, including ties, will progress to the assessment
center portion of the selection process.
b. Assessment Center: 75% final weight
The assessment center will include four (4) exercises and will evaluate
candidates in the following dimensions that will be equally weighted: oral
communication, interpersonal insight, problem analysis, judgment, decisiveness,
planning & organization, and delegation & control.
Acting Chair Piecewicz moved to grant permission to test for the rank of
Sergeant with the process as outlined, seconded by Commissioner
Thomas. Motion carried 2-0.
D. Memo dated August 14, 2015 from Chief Thomas requesting permission to test
for the position Administrative Assistant II and that the following process and
weights be used to fill the vacancy:
a. Written Exam: 30% (70% passing score required)
b. Computer Skills Test: Pass/Fail
c. Oral Board: 70% (70% passing score required)
d. Background: Pass/Fail
e. Polygraph: Pass/Fail
*Up to the top 20 candidates from the written exam will be invited to the oral
board process.
Acting Chair Piecewicz moved to grant permission to test for the
position of Administrative Assistant II with the process as outlined,
seconded by Commissioner Thomas. Motion carried 2-0.
E. Memo dated August 14, 2015 from Chief Thomas requesting permission to test
for the position of Evidence Custodian and that the following process and weights
be approved:
a. Written Exam: 30% (70% passing score required)
b. Oral Board: 70% (70% passing score required)
c. Background: Pass/Fail
d. Polygraph: Pass/Fail
e. Psychological Exam: Pass/Fail
*Up to the top 20 candidates from the written exam will be invited to the oral
board process.
Acting Chair Piecewicz moved to grant permission to test for the
position of Evidence Custodian with the process as outlined, seconded
by Commissioner Thomas. Motion carried 2-0.

There was nothing further to come before the Commission.
9. Adjournment
Acting Chair Piecewicz made a motion to adjourn, seconded by Commissioner
Thomas. Motion carried 2-0. The meeting adjourned at 5:45 PM.

I am requesting authorization to conduct a promotional test for an anticipated
vacancy in the Assistant Chief position pursuant to Civil Service Rules.
The promotional process will consist of an oral interview that will evaluate
candidates in the following dimensions: Interpersonal Insight, Judgement,
Decisiveness, Delegation and Control, and Problem Analysis.

through Public Safety Testing, tentatively scheduled for November 17, 2015.
The promotional process will consist of an oral interview that will evaluate
candidates in the following dimensions: Oral Communication, Interpersonal Insight,
Judgement, Decisiveness, Delegation, and Control.
The assessors will consist of administrators from other law enforcement agencies.
