CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES
The City of Kent Civil Service Commission met for a Special Meeting on Wednesday,
April 22, 2015, at 5:30 p.m. in Chambers West for the regular meeting. The
following information was discussed:
Members Present: Callius Zaratkiewicz
Pauline Thomas
Jeff Piecewicz
Others Present: A/C Rafael Padilla, others present.
Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-10
under New Business. He then called the meeting to order at 5:35 p.m. after giving
the audience time to review said items.

A. Accept Into Record
1. Approval of the Minutes from the March 25, 2015 Civil Service Commission
meeting.
Chief Examiner noted that it was not a special meeting, as noted in the agenda.
Commissioner Thomas made a motion to accept into record the minutes from the
March 25 Civil Service Commission meeting. Motion was moved and seconded;
motion passed.
IV. NEW BUSINESS:
A. Accept into Record
1. Letter dated March 6, 2015 from Chief Thomas to Ofr. John Waldo notifying
him that he successfully completed the probationary period and is appointed
to regular employment status effective March 6, 2015.
2. Letter dated March 17, 2015 from Chief Thomas to Ofr. Daniel Koehler
notifying him that he successfully completed the probationary period and is
appointed to regular employment status effective March 17, 2015.
3. Memos dated March 18, 2015 from Chief Thomas notifying the Commission
that Ofr. Jen Prusa will be assigned as Acting Sergeant from March 30- April 3
and again from April 20-24, 2015.
4. Memo dated March 24, 2015 from Chief Thomas accepting the resignation of
Ofr. Jeff Shirey effective March 25, 2015.
5. Letter dated March 25, 2015 from Chief Thomas to Tarissa Bacon notifying her
that she successfully completed the probationary period and is appointed to

regular employment status for the position of Evidence Custodian effective
March 16, 2015.
6. Memo dated April 1, 2015 from Chief Thomas notifying the Commission that
Cmdr. Jarod Kasner will be assigned as Acting Assistant Chief from April 6-10,
2015.
7. Letter dated April 1, 2015 from Chief Thomas to Sgt. Scott Rankin notifying
him that he successfully completed the probationary period and is appointed
to regular employment status effective April 1, 2015.
8. Memo dated April 2, 2015 from Chief Thomas notifying the Commission that
Sgt. Phil Johnson will be assigned as Acting Commander from April 2-13,
2015.
9. Letter dated April 2, 2015 from Chief Thomas to Amy Spromberg notifying her
that she successfully completed the probationary period and is appointed to
regular employment status as Administrative Assistant I effective April 1,
2015.
10. Letter dated April 3, 2015 from Chief Thomas to John Dorff congratulating
him on being hired as a Probationary Lateral Police Officer effective April 16,
2015.
There being no questions on items one through ten, Chair Zaratkiewicz made a
motion to accept into record said items. Motion was moved and seconded; motion
passed.
B. Approve into Record:
1. Continuous Testing Eligibility list for the position of Lateral/ Experienced
Police Officer that was established on March 25, 2015.
2. Continuous Testing Eligibility list for the position of Entry Level Police Officer
that was established on March 25, 2015.
Chief Examiner Winecka noted that the lists were both for Police Officer eligibility
lists, not Corrections. Chair Zaratkiewicz made a motion to approve into record items
one and two with the revisions noted by the Chief Examiner. Motion was moved and
seconded; motion passed.
C. Action Items for Discussion:
1. Memo dated April 14, 2015 from Assistant Chief Rafael Padilla, on behalf of
Chief Thomas, requesting a six-month extension of the Records Specialist
eligibility list.
Commissioner Thomas made a motion to extend the eligibility list for the position of
Records Specialist for six (6) months. Motion was moved and seconded; motion
passed.

2. Memo dated April 16, 2015 from Chief Examiner Winecka requesting an
amendment to the testing process for the position of Police Records
Supervisor.
Chief Examiner Winecka explained that the position had opened internally per the
AFSCME contract and then externally to the public. There were only two applications
received that met the minimum qualifications. The hiring manager met with
representatives from Human Resources and revised the job description in regard to
the supervisory experience requirement. The posting was reopened (with the
consent of AFSCME) with the revised supervisory experience requirements and still
there were minimal applications received.
The original testing announcement required a written exam as part of the selection
process and Chief Examiner Winecka explained that, in cooperation with the Police
department, the written exam was no longer relevant as the supervisory experience
was not a strict requirement. Additionally, the department would be able to easily
manage an interview process for all of the candidates that met the minimum
qualifications. It was requested that the Commission amend the original selection so
that the oral board process would have a weight of 100% and that the written exam
part of the process be removed.
Commissioner Piecewicz made the following motion: “I make a motion that we
change the criteria to be 100% an oral board process.” Motion was moved and
seconded; motion passed.
There being no further business, Commissioner Piecewicz made a motion to adjourn.
Motion was moved and seconded and the meeting adjourned at 5:45 PM. The next
meeting of the Civil Service Commission will take place on Wednesday, May 27,
2015 at 5:30 p.m. in Council Chambers.
