CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES
The City of Kent Civil Service Commission met for a Special Meeting on Wednesday,
March 25, 2015, at 5:30 p.m. in Chambers West for the regular meeting. The
following information was discussed:
Members Present: Callius Zaratkiewicz
Pauline Thomas
Jeff Piecewicz
Others Present: A/C Rafael Padilla, others present.
Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-6
under New Business. He then called the meeting to order at 5:31 p.m. after giving
the audience time to review said items.

A. Accept Into Record
1. Approval of the Minutes from the special February 27, 2015 Civil Service
Commission meeting.
Commissioner Thomas made a motion to accept into record the minutes from the
February, 2015 Special Civil Service Commission meeting. Motion was moved and
seconded; motion passed.
IV. NEW BUSINESS:
A. Accept into Record
1. Memo dated January 26, 2015 from Chief Thomas to Ofr. Amanda Quinonez
regarding Accident Review/Notice of Pre-Disciplinary Hearing.
2. Memo dated February 2, 2015 from Ofr. Quinonez-Ross accepting the
recommended discipline and waiving her right to a pre-disciplinary hearing.
3. Letter dated February 27, 2015 from Chief Examiner Winecka to Carrie
Anderson notifying her that her name has been removed from the Continuous
Testing Eligibility List for Lateral/Experienced Police Officer effective February
27, 2015.
4. Letter dated February 27, 2015 from Chief Examiner Winecka to Kurt Preuss
notifying him that his name was removed from the Continuous Testing
Eligibility List for Entry Level Police Officer effective February 27, 2015.
5. Letter dated February 27, 2015 from Chief Examiner Winecka to Liana Snyder
notifying her that her name has been removed from the Continuous Testing
Eligibility List for Entry Level Police Officer effective February 27, 2015.

6. Letter dated March 6, 2015 from Chief Thomas notifying Ofr. John Waldo that
he successfully passed probation and is appointed to regular employment
status effective March 6, 2015.
Chair Zaratkiewicz made a motion to accept into record items one through six.
Motion was moved and seconded; motion passed.
B. Approve into Record:
1. Continuous Testing Eligibility list for the position of Lateral/ Experienced
Corrections Officer that was established on February 27, 2015.
2. Continuous Testing Eligibility list for the position of Entry Level Corrections
Officer that was established on February 27, 2015.
Chair Zaratkiewicz made a motion to approve into record items one and two. Motion
was moved and seconded; motion passed.
C. Action Items for Discussion:
1. Memo dated March 17, 2015 from Chief Thomas requesting to test for the
position of Administrative Services Supervisor and that the following process
and weights be approved:
a. Written Exam: 30% (70% passing score required)
b. Computer Skills Test: Pass/Fail
c. Oral Board: 70% (70% passing score required)
d. Background: Pass/Fail
e. Polygraph: Pass/Fail
*The top 20 candidates from the written exam will be invited to the oral
board process.
Chair Zaratkiewicz made the following motion: “I make a motion to approve the
request to test for the position of Administrative Services Supervisor with the
weights as posted”. Motion was moved and seconded; motion passed.
There being no further business, Commissioner Piecewicz made a motion to adjourn.
Motion was moved and seconded and the meeting adjourned at 5:35 PM. The next
meeting of the Civil Service Commission will take place on Wednesday, April 22,
2015 at 5:30 p.m. in Council Chambers.
