that Det. Ty Sagiao will be assigned as Acting Sergeant from July 21-24,
2015.
3. Memo dated July 15, 2015 from Chief Thomas accepting the resignation of
Ofr. Joshua Bava.
4. Letter dated July 16, 2015 from Chief Thomas to Ofr. Eli Morris notifying
him that he successfully completed the probationary period and is

1. Continuous Testing Eligibility list for the position of Lateral/Experienced
Corrections Officer that was established on August 18, 2015.
2. Continuous Testing Eligibility list for the position of Entry Level Police
Officer that was established on August 18, 2015.
C. Action Items for Discussion
1. Memo dated August 14, 2015 from Chief Thomas requesting permission to
test for the rank of Assistant Chief and that the test consist solely of an
interview process. Candidates will be evaluated in following areas:
Interpersonal Sensitivity, Leadership/Integrity, Adaptability/Flexibility,
Planning and Organizing, Initiative, Problem Analysis/Judgement,
Communication Skills, Decisiveness, Stress Tolerance, and Management
Control.
2. Memo dated August 14, 2015 from Chief Thomas requesting permission to
test for the rank of Commander. The exam will consist of up to four
exercises and candidates will be evaluated in the following areas: oral
communication, interpersonal insight, problem analysis, judgment,
decisiveness, planning & organization, and delegation & control. Exercises
will be equally weighted.
3. Memo dated August 14, 2015 from Chief Thomas requesting permission to
test for the rank of Sergeant and that the promotional test consist of the
following components:
a. Written Exam: 25% final weight

The top 12 from the written exam, including ties, will progress to the
assessment center portion of the selection process.
b. Assessment Center: 75% final weight
The assessment center will include four (4) exercises and will evaluate
candidates in the following dimensions that will be equally weighted: oral
communication, interpersonal insight, problem analysis, judgment,
decisiveness, planning & organization, and delegation & control.
4. Memo dated August 14, 2015 from Chief Thomas requesting permission to
test for the position Administrative Assistant II and that the following
process and weights be used to fill the vacancy:
a. Written Exam: 30% (70% passing score required)
b. Computer Skills Test: Pass/Fail
c. Oral Board: 70% (70% passing score required)
d. Background: Pass/Fail
e. Polygraph: Pass/Fail
*Up to the top 20 candidates from the written exam will be invited to
the oral board process.

Chief Thomas,
I am writing to provide you with advance notice of my intention to resign from the Kent Police
Department. I plan to move out of state in order to live closer to family and am unfortunately
unable to continue my employment with the City of Kent. Thank you for the incredible training
and opportunities that you and the department have provided me with since 2007. I have
greatly enjoyed working for the Kent Police Department and having the opportunity to serve
with the very talented officers I work with.
My plan is that July 16th, 2015 will be my last day here at the department and I will then use
my remaining leave making my last day with the city on or about August 15th, 2015.
I will be working as a police officer for the O'Fallon (Missouri) Police Department. If I can ever
be of any assistance to you or the Kent Police Department in the future, please let me know.

RE: Civil Service Rule 9.01, Request to Test for Administrative Assistant II
I am requesting authorization to test for the position of Administrative
Assistant II.
If authorized, the hiring process will consist of a written exam, computer
skills test (Excel/Outlook), background and polygraph. The following
weights would be applied:
Written: 30% (Score of 70% to pass)
Oral Board: 70% (Score of 70% to pass)
Computer Skills Test: Pass/Fail
Background: Pass/Fail
Polygraph: Pass/Fail
The department also requests that up to the top 20 candidates from the
written move on to the oral board.

I am requesting authorization to conduct a test for the position of Evidence
Custodian at the Civil Service Examiner's earliest convenience, and that the
following weights be applied to this testing process:
Written: 30% (70% passing score required)
Oral Board: 70% (70% passing score required)
Polygraph: Pass/Fail
Background: Pass/Fail
Psychological Pass/Fail
The department requests the top 20 applicants from the written test move on to
the oral board process.
