The City of Kent Civil Service Commission is scheduled to meet Wednesday,
July 22, 2015 at :30 p.m. in Chambers West. Please note that this agenda
contains items that were to be discussed at the June 24 meeting (that meeting
was cancelled due to lack of quorum). Items that are shown in bold are the

After review of incident #KP150031427 Park Orchard Elementary Suspicious Activity luring
subject on 5/8/15 (KPD 15-6619), Pine Tree Elementary attempted Abduction on 5/13/15,
which appeared to be related to Park Orchard (15-6401) and Kidnapping investigation on
2/20/15, where Officer Mills fought with m subject armed with a gun (15-2399), it was
determined that:
° The lack of follow up for the Park Orchard/Pine Tree incidents were outside of
Preliminary Investigations policy 28.2.1 and not in line with Evaluation Competency in
Planning and Organizing:
« B. Make note of the incident events, including conditions at the scene and
remarks made bybystanders.
« C. Attempt to locate and identify witnesses. When possible, officers should
immediately record statements of witnesses that may be difficult to locate or
whose recall of events may be compromised by delay.
o D. Interview the complainant, witnesses, and suspects whenever possible.
o Competency - The employee takes the time to plan a sequence of steps required
in carrying out tasks.
° Failing to initially collecting a loaded magazine associated with the Kidnapping
investigation was outside nf28.Z.1 and Evaluation Competency in Judgment:
o A. Protect the crime scene, preserve, and collect evidence.
« Competency - Employees should be consistent and re||ob|a in the ability tnjudge,
make decisions, or form an opinion objectively, authoritatively, and wisely,
especially in matters affecting action; good sense and discretion.
Due to the policy violations nn the above cases, you have been issued o Verbal Warning as
documented by this letter (see the attached summary for detai|s).

This gun magazine was clearly evidence in this case and should have been
collected and submitted into evidence. The employee found it nearby the
arrest scene.
Partido was sent to Tacoma to retrieve the magazine a few days
later. Luckily the apartment employees were smart enough to realize the
magazine should not simply be thrown away so they still had it.
® Officer Partido advised that he didn't make the connection, but also
conceded that anytime something like this is located it should be
collected and followed up with.

Department. I plan to move out of state in order to live closer to family and am unfortunately
unable to continue my employment with the City of Kent. Thank you for the incredible training

greatly enjoyed working for the Kent Police Department and having the opportunity to serve
