A RESOLUTION of the City Council of the
City of Kent, Washington, adopting the current
form of the King County Regional Hazard Mitigation
Plan, including its 2014 update, for application in
the City of Kent.
RECITALS
A. The federal Disaster Mitigation Act of 2000 ( 42 U.S.C. § 5121,
et seq.) provides that as a condition of receipt of federal funds for hazard
mitigation measures, a local government must establish a mitigation plan
that outlines processes for identifying natural hazards, risks, and
vulnerabilities of that local government. Prior to 2000, federal disaster
funding focused on disaster relief and recovery, with limited funding
available for hazard mitigation planning. The Disaster Mitigation Act
increased the emphasis on planning for disasters before they occur.
B. The purpose of a mitigation plan is to reduce the loss of life
and property, human suffering, economic disruption, and disaster
assistance costs resulting from natural disasters and to provide a source of
pre-disaster hazard mitigation funding that will assist the City to ensure
continued functionality of critical services and facilities in the event of a
natural disaster.

C. Sometime after the Disaster Mitigation Act was adopted,
many governmental agencies within King County either adopted their own
Local Hazard Mitigation Plan or coordinated with other King County local
governments or special purpose districts to adopt for application in their
respective jurisdictions the 2004 version of the King County Regional
Hazard Mitigation Plan, which was subsequently updated in 2009. Through
its enactment of Resolution No. 1689, passed on November 2, 2004, the
Kent City Council chose to adopt for application in Kent a Local Hazard
Mitigation Plan, as opposed to adopting the King County Regional Hazard
Mitigation Plan. The City's Local Hazard Mitigation Plan has not been
amended since its original adoption in 2004.
D. The King County Regional Hazard Mitigation Plan has been
updated for a second time following its original 2004 enactment.
Representatives from the City of Kent have been involved in creating that
regional update by serving as a municipal planning partner. Having
considered the King County Regional Hazard Mitigation Plan, the Kent City
Council would like return to a truly regional effort by adopting the regional
plan, in its present form and including the proposed 2014 update, for
application in the City of Kent.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:
RESOLUTION
SECTION 1. -King Countv Regional Hazard Mitigation Plan -Adopt.
The King County Regional Hazard Mitigation Plan, in its current form and
including the proposed June 2014, is adopted for application in the City of
Kent, in a form substantially similar to that attached and incorporated as
Exhibit A, and as provided within this section. Volume 1 of the King County
Regional Hazard Mitigation Plan, entitled "Planning-Area-Wide Elements," is

adopted in its entirety, including subsequent amendments or updates that
may occur in the future. Volume 2 of the King County Regional Hazard
Mitigation Plan is adopted to the extent applicable to the City of Kent and
specifically including Chapter 13, entitled "City of Kent Update Annex,"
including subsequent amendments, updates, or any changes to numbering
or identification that may occur in the future. The current form of the King
County Regional Hazard Mitigation Plan, not including the text of the June
2014 update, is available through the City's Office of Emergency
Management. The final version of the King County Regional Hazard
Mitigation Plan that includes the June 2014 update, and any future
amendments or updates, will also be available through the City's Office of
Emergency Management once those updates or amendments are approved
by both the Washington State Emergency Management Division and the
Federal Emergency Management Agency.
SECTION 2. -2004 Local Hazard Mitigation Plan -Repealed. Upon
the effective date of this resolution, the 2004 Local Hazard Mitigation Plan
adopted by Resolution No. 1689 is repealed and will no longer be effective
for application in the City of Kent.
SECTION 3. -Savings. If any section, subsection, paragraph,
sentence, clause or phrase of this resolution is declared unconstitutional or
invalid for any reason, such decision shall not affect the validity of the
remaining portions of this resolution.
SECTION 4. Ratification. Any act consistent with the authority
and prior to the effective date of this resolution is hereby ratified and
affirmed.
SECTION s. -Corrections by Citv Clerk. Upon approval of the City
Attorney, the City Clerk is authorized to make necessary corrections to this
resolution or its exhibit, including the correction of clerical errors;

references to other local, state or federal laws, codes, rules, or regulations;
or resolution numbering and section/subsection numbering.
SECTION 6. -Effective Date. This resolution shall take effect and
be in force immediately upon its passage
