HomeMy WebLinkAbout1593RESOLUTION NO. /59 3 A RESOLUTION authorizing execution of an agreement between the City of Kent and King County regarding a county-wide ballot proposition for funding emergency medical services pursuant to RCW 84.52.069, as amended; concurring with the recommendation to establish an EMS advisory committee; and encouraging maintenance of existing county funding of the EMS program. WHEREAS, the City of Kent has a population of over 70,000 people and cities in King County of greater than 50,000 in population must approve the EMS levy being placed on a county-wide ballot; and WHEREAS, it has been to the benefit of the citizens of the City of Kent to support and participate in the county-wide cooperative of delivering Advanced Life Support and Basic Life Support services; and WHEREAS, the delivery of emergency medical services is an essential function of the fire and life safety responsibility of local government; and WHEREAS, the City of Kent delivers Basic Life Support services, hosts South King County medics within two (2) City of Kent fire stations and this relationship enhances emergency medical services to our citizens and those of neighboring jurisdictions; and 2001 Ballot Proposition -EMS Levy WHEREAS, the demands for emergency medical services is increasing and the Emergency Medical Service Strategic Plan has identified possible methods aimed at controlling the future demands for services and for controlling the proposed levy rate of twenty-five cents (25¢) per thousand dollars ($1,000) of assessed valuation; and WHEREAS, over the last six ( 6) years the levy rate and funds have judiciously been utilized to address increasing demand for services; and WHEREAS, the City of Kent and the City of Federal Way have expressed an interest in discussing with King County and other South King County cities and fire protection districts the feasibility of delivering paramedic Advanced Life Support services by means of a consortium of South King County Basic Life Support provider agencies; and WHEREAS, EMS 2002 Task Force members agreed the two (2) cities may initiate a dialogue with other cities and fire districts in South King County as to the creation of such an entity. However, the task force members stressed that any new entity must be a component of the efficient and integrated county-wide EMS system; and WHEREAS, EMS 2001 Task Force members agreed King County should participate in any dialogue, especially as it relates to any transition from a county-provided service to a sub-regionally provided service; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1: The Kent City Council approves King County placing the King County EMS levy renewal on the November 2001 ballot with a levy rate of twenty- five cents (25¢) per thousand dollars ($1,000) of assessed valuation. Such approval is given with the understanding that the 2002 Strategic Plan Update of the 1998-2003 2 2001 Ballot Proposition-EMS Levy Strategic Plan will include a meaningful participation by the County in discussions regarding the feasibility of delivering paramedic Advanced Life Support services by means of a consortium of South King County Basic Life Support provider agencies.
