RESOLUTION NO. I 8' I ,
A RESOLUTION of the City Council of the
City of Kent, Washington, statmg the City's support
for the State of Washmgton's Improvement plans to
link State Route 509 with Interstate 5.
RECITALS
A. The Puget Sound Reg1onal Council (PSRC) has prepared a
Transportation 2040 Environmental Impact Statement (EIS) covenng
transportation needs in the Puget Sound Reg1on for the next three
decades. The 2040 EIS includes the State Route 509/Interstate 5 Fre1ght
and Congestion Relief ProJect ("Project"). The Project will construct the
missing link between State Route 509 and Interstate 5. The comment
penod for the EIS ends on July 31, 2009.
B. Because State Route 509 is an important uncompleted
transportation lmk that directly benefits the Kent Metropolitan area by
reducing traffic congestion on Interstate 5 and other parallel highways and
artenals, and reducing travel costs for freight carriers, the Kent City
Council adopts th1s resolution to formally state 1ts support of the Project.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:

RESOLUTION
SECTION 1. -Construction of the m1ssing State Route 509 link from
the west side of Sea Tac Airport to South 320th Street on Interstate 5, w1ll
pos1t1vely benefit the parallel State Route 167 and decrease congestion on
parallel arterials within the City of Kent such as Highway 99, West Valley
Highway, 64th Avenue, 4th Avenue, and Central Avenue by allowmg through
traffic a more direct route.
SECTION 2. -The project benefits Kent residents and businesses
because 1t 1mproves traffic flow and reduces congestion at the Interstate
5/State Route 516 interchange and along State Route 516, and prov1des a
direct connect1on into the Kent Manufactunng Center at S. 231 5 t Street.
SECTION 3. -Using data supplied by the Washington State
Department of Transportation, the completion of the route would also save
over $100 million per year m reduced travel t1me and would save $60
m1llion per year for freight carriers. The proJeCt would also reduce a1r
pollution on other streets in adJommg areas and would provide cleaner
storm water runoff through upgraded storm water fac11it1es.
SECTION 4. -The Project has consistently rated at or near the top
of the list when comparing benefits to costs of other large projects 1n the
state and prov1des v1tal congestion relief and fre1ght improvement benefits
to the Puget Sound region. Equally 1mportant is the fact that the proJect
has completed its required environmental rev1ew and permittmg
requirements. This means it can begm construction and del1ver sigmf1cant
benefits to the reg1on quickly. Fmishing the missmg State Route 509 lmk
and adding capac1ty to Interstate 5 will prov1de significant congestion relief
for freight, commuters, transit, and general traff1c travelmg through South
Kmg County.

SECTION 5. -The Kent City Council supports the inclusion of the
State Route 509/Interstate 5 Freight & Congestion Relief Project as an
important transportation link for Inclusion 1n the Puget Sound Regional
Council's 2040 Transportation Plan.
SECTION 6. -Severability. If any section, subsect1on, paragraph,
sentence, clause or phrase of th1s resolution IS declared unconstitutional or
invalid for any reason, such decision shall not affect the val1d1ty of the
remaining portions of this resolut1on.
SECTION 7. -Rattftcation. Any act consistent with the authonty
and prior to the effect1ve date of this resolut1on is hereby ratified and
affirmed.
SECTION 8. -Effective Date. This resolution shall take effect and
be 1n force immediately upon 1ts passage.
PASSED at a regular open public meeting by the City Council of the
