I"' 16J A RESOLUTION of the City Council of the City of Kent, Washington, adopting a schedule of fees for permits, cert1f1cates, and Inspections issued and conducted under the provisions of the International Bwldmg Code, the International Residential Code, the InternatiOnal Mechanical Code, the Uniform Plumbing Code, and the International Fire Code, effective July 1, 2004. RECITALS A. Sections 13.01.110 and 14.01 090 of the Kent C1ty Code authonze the City Council, by resolution, to establish a schedule of fees applicable to permits, certificates, and mspections issued and conducted under the International Buildmg Code, the International Residential Code, the International Mechanical Code, the Umform Plumbing Code, and the International Fire Code. B. It is appropriate to adJust the fees previously adopted by Resolution No. 1559 relating to the 1997 editions of the Uniform Building Code, the Uniform Mechanical Code, the Uniform Plumbmg Code, and the Uniform Fire Code, wh1ch Will cease to exist Within the City of Kent effective July 1, 2004. C. The schedule of fees in this resolution have been proposed by the City's building code official and fire code official, and include the cost of administration and 1nspect1on involved in the processing, issuance, and renewal of such permits and certificates. Fee Schedule Under the International Building, Residential, Mechanical and Fire Codes and the Uniform Plumbing Code NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: RESOLUTION SECTION 1.-Fees Established. The following fee schedules shall govern the monetary charges assessed by City departments for reviewing and process1ng perm1t applications and for issuing perm1ts under the InternatiOnal Bwlding Code, the International Residential Code, the International Mechanical Code, the Uniform Plumbing Code, the lnternattonal Fire Code, and related codes: A. International Building Code and InternatiOnal Residential Code - Building permit and plan review fees. Pursuant to Section 14 01.090 of the Kent City Code, the fees to be assessed for building permits and related inspections under the International Bwlding Code or the International Residential Code shall be as set forth in Exhibit "A," which is attached and incorporated into this ordinance, with the follow1ng modifications: 1. Standard plan review fees. Whenever construction documents, as defined in the International Building Code and International Residential Code, are submitted for review pursuant to section 106 of the International Buildmg Code or sect1on R106 of the International Residential Code, a plan review fee equal to sixty- five (65) percent of the building perm1t fee shall be assessed. 2. Basic plan review fees. The basic plan rev1ew fee, after and 1n addition to the payment of the initial standard plan review fee set forth in subsection (1) above, shall be a fee of $64.00 for each permit issued upon a cert1fied bas1c plan Additional plan review fees shall also be assessed at a rate of e1ghty-s1x dollars ($86.00) per hour or a portion thereof for additional plan review required for changes, additions, or revisions to plans. as follows: 3. Administration of baste plans. Basic plans shall be admimstered 2 Fee Schedule Under the International Building, Residential, Mechanical and Fire Codes and the Uniform Plumbing Code a. "Basic plans" are defined as complete plans for an ent1re detached single family residential building, approved as such by the building official, which: (I) Are clearly marked as bemg approved and cert1fied as "basic" by the bu1ld1ng offic1al; (ii) Bear the author's (1nclud1ng but not limited to architect, engineer, or others) acknowledgment and approval of the plans submitted for use in the construction of a number of buildings, without any limitation of quantity or location. If any portion is designed by a licensed architect or engineer, th1s acknowledgment shall bear the author's stamp and signature. (iii) Basic plan review fees shall apply only to detached single family residential buildings and shall apply only to the originating owner or applicant. (iv) Changes to bas1c plans wh1ch alter the extenor dimens1ons or structure of the building shall be treated as a new perm1t application. b. The process for administenng bas1c plans shall be as follows: (i) Any person may apply for plan review and certification of a basic plan by filing an application for such plan rev1ew and certification, along w1th two (2) or more complete sets of plans and the standard plan review fee. (ii) Upon completion and approval of plan review, the applicant shall provide reproducible copies of complete, approved plans to the building official c. The City's building official is authorized and empowered to interpret and determine the applicability and administration of the provisions of th1s resolution. 3 Fee Schedule Under the International Building, Residential, Mechanical and Fire Codes and the Uniform Plumbing Code B. International Mechanical Code -Mechamcal permit and plan rev1ew fees. Pursuant to Section 14.01.090 of the Kent City Code, the fees to be assessed for mechanical permits 1ssued for the installation of mechamcal eqwpment under the InternatiOnal Mechanical Code or the International Residential Code, as may be applicable, shall be as set forth in Exhibit "8," which is attached and incorporated into this ordinance, with the followmg modifications: 1. Standard plan rev1ew fees. Whenever construction documents, as defined in the International Mechanical Code or the International Residential Code, are submitted for review pursuant to sect1on 106 of the International Mechanical Code or sect1on R106 of the International Residential Code, a plan rev1ew fee equal to twenty-five (25) percent of the mechanical permit fee shall be assessed. C. Uniform Plumbing Code -Plumbing permit and plan review fees. Pursuant to Section 14.01.090 of the Kent City Code, the fees to be assessed for plumbmg permits issued for the installation of plumbing equipment under the Uniform Plumbing Code or the International Residential Code, as may be applicable, shall be as set forth in Exhibit "C," which is attached and incorporated into this ordinance, w1th the following modifications: 1. Whenever construction documents, plans, spec1f1cations, engineering calculations, diagrams or other data are submitted for review pursuant to section 103 of the Uniform Plumbing Code or section R106 of the International Residential Code, a plan review fee equal to twenty-five (25) percent of the plumbing permit fee shall be assessed. D. International Fire Code-F1re perm1t and plan review fees. Pursuant to Section 13.01.110 of the Kent City Code, the fees to be assessed for fire permits or certificates and related mspections under the International Fire Code shall be as set forth m Exhibit "D," which is attached and Incorporated into this ordmance. SECTION 2. -Repealer. Resolution No. 1559 is hereby repealed in 1ts entirety on the effective date of this resolution. 4 Fee Schedule Under the International Building, Residential, Mechanical and Fire Codes and the Uniform Plumbing Code SECTION 3. -Savings. Resolution No. 1559 and the fees established in that resolution, which are repealed and replaced by th1s resolution, shall remain in full force and effect until the effective date of this resolution. SECTION 4. -Severability. If any section, subsection, paragraph, sentence, clause or phrase of this resolution is declared unconstitutional or mvahd for any reason, such decision shall not affect the validity of the remaining portions of this resolution. SECTION 5. -Effective Date. The effective date of this resolution shall be the effective date of the two (2) ordinances considered concurrently with this resolution amend1ng Title 13 and Ch. 14.01 of the Kent City Code, which shall be July 1, 2001.
