HomeMy WebLinkAbout351RESOLUTION oe~ _c;; / Be it resolved by the City Council of the City of Kent as follows: I II That hereafter all water mains installed within the city limits or outside the city limits for connection to mains of the city of Kent be it not less than six inch cast iron or equal. That mains of less than six inch size, to-wit: 4 inch cast iron mains nay be installed · provided the extent of the run of such nain is not in excess of 1000 feet and provided the ~ity Council specifically approves such installation, prior to the time the same is made. III primary The/responsibility for the capital expenditure necessary for the installation of water pipe and fire hydrants for the extension of mains to und~eveloped, unplatted or re- cently platted properties will be that of the owners of the abutting property to be served by such mains. IV Where it is necessary to install mains in excess of six inch because of the necessity of being able to serve areas beyond the area then being supplied and the City Council requires such mains be installed in excess of six inches, then in such an event it will be the respon- ~ibility of the city to contribute the cost of installation expended over and above the ordinary average cost of a six inch nain and fire hydrants. v The installation of mins and fire hydrants may be financed by the abutting owners who are responsible for their installation, either by a local improvement district, or by "Jfi.t"' owner or contractor or by the city. VI If an owner or contractor desires to install the mains in conformance with this re- solution, he nay do so at his expense, provided that he first secures the approval of the City Engineer and City Council and that he install the mains and fire hydrants in accordance with the requirenents of the City Engineer and subject to his supervision and approval. VII '-'~-The city of Kent will immediately set up ... water nain extension revolving fund and will appropriate from funds presently allocated for capital improvements, the sum of $ ----- -2- which will be available for the use of property owners who desire to have ruains extended into their areas upon their request. Un:ier this plan, such property owners nay request, in writing, the extension of mains into their particular area and request that the city make such extension. Thereafter, if funds are available in said revolving fund to cover the cost of such extension, the City Council will authorize the expenditure thereof and the extension of such main, provided . ~s that the property thereby benefited will reimburse theAcity revolving fund at the rate of $4.00 per lineal foot for eacl~ foot of six inch pipe installed and at the rate of $3.00 per lineal foot for each foot of four inch pipe installed. The responsibility for replacing existing lines without the city, but now served by the city water system, shall be and remain the re- sponsibility of the city ~0 this date forward until January l, 1956, provided always that the areas so served apply for atmexation prior to january 1, 1956 and thereafter successfully conclude such annexation and become a part of the city. After january 1, 1956, the responsibil- ity for installation of such mains shall be as hereinbefore set forth, the responsibility of the property owner. IX If for any reason it is not possible to install permanent water mains, temporary water service of any size not less than three-quarter inch may be installed by the owner of the proper to serve one or 100re premises, such installation will be at the sole cost and expense of the owner of such property, except that the water department will nake a service connection on the nearest nain upon payment of a $75.00 connection chargeand upon paynent of the adtual cost of the necessary metero The connection will include the running of a pipe of equal size from the nain to the margin of the street upon which the main is located. All water used will be billed through one meter. All pipe beyond the service connection will remain private and must be main- tained by the ownero X The ordinances setting forth the connection charge shall be amended to provide that the connection charge outside the city of Kent shall be hereafter the sum of $75.00 and inside the city of Kent the sum of $50o00 for a three-quarter inch pipe. This charge will include the cost of connection and the laying of pipe from the city main to the property line of the propert -3- lor which service is desired or for a distance of sixty feet from the nain towards said property line which ever is shorter. All connections using pipe in excess of three-quarter inch and all connections requiring the laying in excess of sixty feet from the wain shall be charged for on the basis of additional naterial, labor and costs expendedo
