HomeMy WebLinkAbout4511 2 3 ' 5 e ., 8 9 10 11 12 13 1' 15 18 17 18 19 20 21 22 23 2' 25 26 27 28 29 30 31 ~-- 32 RESOLUTION No. ¥54 WHEREAS, consultations have been conducted between the official~ f the Cit;,i of Kent, Washington, Washington State Department f Highways and of the United States Bureau of Public Roads, relative to grade separations of various city streets from the · reposed Valley Freeway, and WHEREAS, the said Washington State Department of Highways and the United States Bureau of Public Roads have requested from the City of Kent information to justif;y' a requested grade separation at the intersection of Winner Street and the said proposed Valley jFreeway and a statement of reasons for said requested grade sepa- ration, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KENT in regular meeting assembled as follows: 1. That a grade separation at Winner ~treet in the City of Kent land the proposed Valley Freeway is necessary upon the following grounds, to-wit: I I jl I a. Wi~ner Street offers the only arterial possibility other than Meeker Street in the downtown area for travel from the East Hill to the West Hill. b. It will furnish residential access from the large residential areas now existing, or under development, on both East Hill and West Hill, to the industrial areas in the Valley, without using the already conjested Meeker Street. c. It will furnish access from the apartment house areas on the East Hill to the industrial areas in the Valley, or to the \rJest Hill. d. It will furnish access for truck traffic to the east and west from the major industr·ial and commercial areas west of SSH 2-M. e. It will furnish school bus routing from the junior high school at James and Central Avenue to the West Hill area. 2. The City authorities will furnish to the appropriate athori- ties within 30 days growth potential and traffic potential infor- lmation to support its request for such separation. i ~ 3. That the City will acquire needed right of way for Winner Street)at least from PHS 5 to .SSH 2-MJ prior to January lJ 1962. b. That the City will open and improve Winner Street within the first six year program of street improvements within the City, or sooner if Freeway construction schedule is sooner. f· BE IT FURTHER RESOLVED that copies of this Resolution be sent to the appropriate authorities of the Washington State Department of Highways and the United States Bureau of Public I i'Roads.
