J-j.J tJ WHEREAS, there is located in the City of Kent large areas . v lying within the flood plain of the Green River and, WHEREAS, the completion of the Howard A. Hanson Dam for contraol of flood waters having their origin in the upper reaches of the Green River Drainage basin will virtually remove the danger of devastating floods in the flood plain due to breaking or overtopping of principal dikes along the Green River and, WHEREAS, as a result of this control and the regulation of flows in the main river channel measures required to collect and dispose of surface drainage having its origin in the lower Green River drainage basin become feasible and, WHEREAS, the perfection and construction of such drainage collection and disposal facilities is essential to the realization of optimum utilization of several thousand acres of land in the Green River flood plain which will be subject to periodic inundation and, WHEREAS, parallel requirements for flood control and drainage works exist in sections of the Green River tlood plain outside the boundaries of the City of Kent and, WHEREAS, under the provisions of Public Law 566 of the 83rd Congress, known as the WATERSHED PROTECTION AND FLOOD PREVENTION ACT, Federal assistance can be made available in planning and financing the construction of the necessary flood control and drainage works, NOW, THEREFORE, BE IT RESOLVED: (1) That the City of Kent will participate with other municipal corporations having a common interest in the construction, operation and maintenance of flood and drainage control works in the flood plain of the Green River in submission, through proper channels, of a jointly sponsored request for such Federal assistance as can be provided under Public Law 566 in the development and implementation of a carefully planned and integrated flood and drainage control program meeting all major requirements and that such request shall be in essence the same in form and content as the APPLICATION FOR ASSISTANCE IN PLANNING AND CARRYING OUT WORKS OF IMPROVEMENT UNDER THE WATERSHED PROTECTION AND FLOOD PREVENTION ACT and exhibits attached hereto and made a part hereof, it being understood that the statment of works of improvement needed as set forth in Section 2 of Exhibit 11 A11 hereto are in no way to be considered as directory, or binding -1- upon the appropriate Federal planning agency, but, both as to the location and nature of improvements listed therein should be considered only as possible improvements involved in the total solution of the general watershed problem. (2) That the Mayor and City Engineer be authorized to take such action as may be appropriate to effect necessary coordination with other sponsoring agencies and to otherwise implement this Resolution. (3) That the office of County Engineer be designated to receive all correspondence or contracts pertaining to the attached application.
