A RESOLUTION of the City Council of the
City of Kent, Washington adopting the Three Year
Strategy Plan for the City of Kent Housing and
Community Development program.
WHEREAS, the United States Congress in 1974 enacted pub-
lic law 93-383, commonly called the "Housing and Development Act
of 1974", and hereinafter called "the Act", and
WHEREAS, the primary objective of the Act is "the devel-
opment of viable urban communities, by providing decent housing
and suitable living environment and expanding economic opportuni-
ties, principally for persons of low and moderate income", and
WHEREAS, the Secretary of Housing and Urban Development
is authorized by the Act to make grants to units of general local
government to help finance community development programs approv-
ed in accordance with the provisions of the Act, and
WHEREAS, the City of Kent is a unit of general local
government which is entitled to grant monies for some of its pro-
posed programs in the areas of housing assistance and community
development, and
WHEREAS, the City of Kent has provided its citizens with
adequate opportunity to participate in the development of the
Three Year Strategy Plan for Community Development through two
City Council workshops and two public hearings, and
WHEREAS, the Act has determined that a unit of general
local government must adopt a 3 year plan for community develop-
ment before it may receive certain monies commonly referred to
as "POPULATION money" and other monies commonly referred to as
"NEEDS and INTERJURISDICTIONAL money", and
WHEREAS, at a regular public meeting of the Kent City
Council on August 15, 1977, the Three Year Strategy Plan for
Housing and Community Development was finalized for submission
to King County, NOW, THEREFORE

THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY RESOLVE:
Section 1. That the Three Year Strategy Plan for the
City of Kent Housing and Community Development Program, attached
hereto as Exhibit A, and incorporated herein by reference as if
fully set forth herein be and the same hereby is adopted.
PASSED at the Regular Meeting of the Kent City Council
this 15th day of August, 1977.
