RESOLUTION NO.
A RESOLUTION of the City Council of the
City of Kent, Washington establishing revisions
in the 1976 Housing Rehabilitation Assistance
Program under the Housing and Community Develop-
ment Act of 1974 and adopting program guidelines.
WHEREAS, the United States Congress in 1974 enacted
public law 93-383, commonly called the "Housing and Develop-
ment Act of 1974", and hereinafter called "the Act", and
WHEREAS, the primary objective of the Act is "the
development of viable urban communities, by providing decent
housing and suitable living environment and expanding economic
opportunities, principally for persons of low and moderate in-
come", and
WHEREAS, the City of Kent has already adopted a Housing
Rehabilitation Assistance Program intended to achieve the above
objective by allocation of $15,000.00 to subsidize interest on
home improvement loans, and $10,000.00 to repair grants for the
same purpose for citizens eligible under this program, and
WHEREAS, the interest subsidy element of the program has
not been fully used by the citizens of Kent, and
WHEREAS, the City of Kent has found it necessary to re-
vise the existing Housing Rehabilitation Program to enable a
greater number of persons to participate, and
WHEREAS, the City of Kent desires to continue its agree-
ment with the King County Housing Authority and to authorize
said authority to undertake the actual rehabilitation of housing
in Kent which would qualify under the revised program, NOW,
THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY RESOLVE:
1. That the 1976 Program be revised to reallocate the
$25,000.00 as follows:

2. That the City of Kent extend its agreement with the
Housing Authority of King County, authorizing said Housing Autho-
rity to purchase materials and perform rehabilitation and repair
work on homes identified by the City of Kent as participating in
the 1976 Housing Rehabilitation Assistance Programs and to carry
on necessary administrative duties.
