A RESOLUTION of the City Council of the City of Kent, Washington, declaring its intention to improve a part of the City by the construction and installation of asphal- tic concrete surface on South Central from Willis Street to Green River to provide four (4) through traffic lanes with a fifth (5th) lane to provide a two-way left turn lane together with the construction and in- stallation of sidewalks, curbs and gutters, storm drains, illumination and underground power; and to create a Local Improvement District to assess the cost and expense of carrying out such improvement against the properties specially benefited thereby; and notifying all persons who desire to object to the project to appear and present their objections at a meeting of the City Council to be held on AlilS\sliBt ¥1 1972-. /'· / Sll.f"t l ) , q 1 ~ \~:/fi BE IT RESOLVED by the City Council of the City of Kent, Washington as follows: Section 1. It is the intention of the Council of the City of Kent, Washington, to order the improvement of the property within the City of Kent, Washington, described in Exhibit A, at- tached hereto and by this reference made a part hereof, by the construction and installation of asphaltic concrete surface on South Central from Willis Street to Green River to provide four (4) through traffic lanes with a fifth (5th) lane to provide a two-way left turn lane together with the construction and in- stallation of sidewalks, curbs and gutters, storm drains, illu- mination and underground power. Section 2. The total estimated cost and expense of the improvement is declared to be ONE MILLION, THREE HUNDRED-FOUR THOUSAND, FIVE HUNDRED (1,304,500) DOLLARS. The City anticipates receiving grants in the estimated amount of ONE MILLION EIGHTY- FOUR THOUSAND (1,084,000) DOLLARS to pay part of the improvement -1- and anticipates that the City shall pay an additional part of the cost of the improvement from other monies available for that purpose, the amount thereof to be determined at the time the Ordinance ordering the improvement is adopted. The balance of the actual cost and expense of the improvement (after applying the grants and the City's payment), now estimated to be ONE HUNDRED FIFTY THOUSAND (150,000) DOLLARS, shall be borne by and assessed against the properties specially benefited by such im- provement to be included in a Local Improvement District to be established embracing as near as may be all properties specially benefited by such improvement. Section 3. All persons who may desire to object to the improvement herein described are hereby notified to appear and to present such objecti;>r:,\ :;~Hthe Kent City Council at a regular meeting of ~~1, i972, at 8 o'clock p.m. (PDST), in the City Council Chambers at the Kent City Hall. Section 4. Hill, Ingman, Chase and Company, consulting engineers, are hereby d~r~cted to submit to the City Council on ~ 'W\o\\.t.,. ·I f >JLft:· or prior to Angust 2i, 1972, all data and information required by law to be submitted. BOUNDARY EAST VALLEY HIGHWAY WILLIS STREET TO GREEN RIVER Beginning at the intersection of the North bank of the Green River with the centerline of South Central Avenue (State Road No. 5) in the S.E. l/4 of Section 25, Township 22 North, Range 4 East, W.M. Thence Westerly along said North bank to its "intersection with a line 337.50 feet Westerly of and parallel to the centerline of said South Central Avenue. Thence Northerly along said parallel line to its intersection with the South line of Kent, according to plat thereof recorded in Volume 2 of Plats, Page 165, Records of King County, Washington. Thence Easterly along said South line to its intersection with the North-South centerline of Blocks 4, 5 and 6 said plat of Kent. Thence Northerly along said centerline and its Northerly ex- tension to its intersection with the North line of the s.w. Russell donation land claim No. 41. Thence Easterly along said North line to its intersection with the Northerly extension of the North-South centerline of Blocks 7, 8, and 9 said plat of Kent Thence Southerly along said Northerly extension and said center- line to its intersection with the said South line of Kent. Thence Easterly along said South line and its Easterly extens- ion to its intersection with a line 337.50 feet Easterly of and parallel to the centerline of said South Central Avenue. Thence Southerly along said parallel line to its intersection with the centerline of South 266th Street. Thence Westerly alon9 said centerline to its intersection with a line which bears s outheasterly from, and bisects the .angle formed at, the P.I. (Point of Intersection) of the center- lines of said South Central Avenue and 84th Place South. Thence Southeasterly along said line to its intersection with the said North bank of the Green Riv er. Thence Westerly along said North bank to the intersection with the centerline of said South Central Avenue and the point of be- ginning.
