A RESOLUTION of the City of Kent,
Washington, establishing rules of conduct
for Council meetings.
;i WHEREAS, a predetermined order of procedure for City
li :~ouncil me~tings wilL. be the most expedient means of conducting
i· !council meetings, and

WHE.REAS, such order of procedure will avoid confusion
and aid in the expeditious handling of business.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
:THE CITY OF KENT, WASHINGTON AT A REGULAR MEETING DULY ASSEMBLED
AS FOLLOWS:
Section 1. Tl:J,e order of procedure herein contained
:shall govern deliberations and meetings of the council of the

City of Kent, Washington.
Section 2. Regular meetings of tha council shall be held
:as provided for by Ordinance.
Section 3. Special council meetings may be called by the
:~ayor or any three members of the Council by written notice
delivered to each member of the council at least twelve (12) hours r, ,.
before the time specified for the proposed meeting. All Council
meetings shall be open to the public except that the Council may .,
hold executive sessions from which the public is excluded for
!purposes other than the final adoption of an Ordinance, Resolution,
;Rule, regulation or directive.. No Ordinance or Resolution shall be',
,passed or contract let or entered into or bill for the payment of
,money allowed at any meeting not open to the public nor at any
:Public meeting the date of which .is not fixed by Ordinance, Resolut.ji.on
:or rule unless public notice of such meeting has been given by
,·such notice to the local press, radio and television as will be
ireasonably calculated to inform inhabitants of the. City of Kent of '
'· :the meeting.

Section: 4. Meetings of the Council shall be presided
;bver by the Mayor, if present, or the Mayor Pro Tempore, or deputy
!Mayor, if one has been appointed, or by a member of the Council
selected by a majority of the Council members at such meeting.
:Appointment of a council member to preside over the meeting shall
not in any way abridge his right to vote on matters coming before
the Council in such meeting.

Section 5. At all meetings of the Council a majority of
;the Councilmen shall constitute a quorum for the transaction of
.:business, but a lessernumber may adjourn from time to time and
I,
·may compel the. attendance of absent members in such manner and under
such penalties as may be prescribed by Ordinance. The Council
shall determine by its own rules and order of business and may
establish rules for the conduct of Council meetings and the
maintenance of order. At the desire of any member, any question
:[shall be voted upon by roll call and the "ayes" and "nays 11 shall
:be recorded in the journal.
Section 6. The passage of any Ordinance, grant or
:revocation of franchise or license and any resolution for the
:payment of money sha~l require the affirmative vote of at least
a majority of the whole membership of the Council.
Section 7. The order of business shall be as follows:
1. Call to order;
2. Roll call;
3. Reading and approving minutes of previous meeting;
4. Presenting and disposing, by hearing or otherwise,
of petitions, applications, complaints, appeals, communications,
etc.;
5. Approval of bills;
6. Items 'from the audience not on the agenda;
7. Consideration of bids and related matters;
8. Report of standing committees;
9. Report of special committees;
10. Unfinished business;
11. New business;
12. Adjournment.
Section 8. No member shall speak more than twice on the
same subject without permission of two-thirds (2/3rds) of the
Council members present.
Section 9. No person not a member of theCouncil shall be:
allowed to address the same while in session without the permissiop
of the presiding officer.
Section 10. Every officer whose duty it is to report at
the regular meetings of theCouncil shall, in default thereof, be
fined at the discretion of the Council.
Section 11. Motions shall be reduced to writing when
required by the presiding officer of the Council or any member of
the Council. All Resolutions and Ordinances shall be in writing.
Section 12. Motions to reconsider must be by a member

who voted with the majority, and at the same or next succeeding
meeting of the Council.
Section 13. The Clerk shall keep a correct journal of
all proceedings which shall be a public record and at the desire
of any member the ayes and nays shall be taken on any question
and entered in the journal.
Section 14. All questions of order shall be decided by
the presiding officer of the Council with the right of appeal to
the Council by any member.
Section 15. The Mayor must call the Mayor Pro Tern to take
the chair to allow him to address the Council as a citizen.
Section 16. Motions to lay any matter on the table shal~
be first in order; and on all questions the last amendment, the
most distant day, and the largest sum shall be put first.
Section 17. Each member present must vote on all
;questions put to the Council except as to matters with respect to
:which such councilman has a conflict of interest.

I Section 18. Motion for adjournment shall always be in
;i order.

Section 19. These rules for the conduct of Council
meetings may be altered, amended or temporarily suspended by a
vote of two-thirds of the memb ers present.
Section 20. The Chairman of each respective committee
or the councilman acting for him in his place shall submit or make
all reports to the Council when so requested by the presiding

officer or any member of the Council. i

Section 21. The Clerk, engineer, attorney, administrate~
and such other officers or employees of the City of Kent shall, i
when requested, attend all meetings of the Council and shall remaiq
in the Council room for such length of time as the Council may
direct.

Section 22. It shall be the duv of the presiding officeri
of the Council meeting to:
1. Call the meeting to order;
2.

Keep the meeting to its order of business;
State each motion and require a second to that motio~

Section 23. Roberts Rules of Order, Revised shall
govern the deliberations of the Council except when in conflict
with any of the foregoing rules.
