A RESOLUTION of the City of Kent, Washington, relating to public safety; amending the City's 1988-1992 Capital Improvement Program; and reserving councilmanic debt capacity for 1989 in the amount of $950,000 to complete the City's police/fire training center. WHEREAS, pursuant to Ordinance No. 2646 passed July 21, 1986, the qualified voters of the City of Kent, Washington (the "City"), authorized at a special election held on November 4, 1986, the issuance of $12,303,000 of unlimited tax general obligation bonds for the purpose of purchasing land, facilities and equipment for and upgrading the City's public safety departments, including acquiring or constructing the City's share of a joint police/fire training center; and WHEREAS, on December 30, 1986, the City issued its $12,303,000 par value Unlimited Tax General Obligation Bonds, 1986, to carry out the various public safety improvements authorized by the voters, a portion of which proceeds were to be used to pay the City's share of the joint police/fire training center anticipated to be acquired or constructed in conjunction with the Cities of Renton and Tukwila; and WHEREAS, subsequent to the issuance of those bonds, the Cities of Renton and Tukwila determined that a joint police/fire training center was no longer a viable solution for them and the City determined that it was in the City's and community's best interests to situate the training center within the City limits and to finance it solely with City funds; and WHEREAS, the City's decision to finance the joint police/fire training center solely with City funds necessitated the inclusion in the 1988-1992 Capital Improvement Program adopted by the City Council by motion on July 7, 1987, of $950,000 to be obtained from the proceeds of councilmanic bonds to be issued in 1990 with the first debt service payments to be due in 1991;and WHEREAS, it has been determined and recommended by the Fire Administration, Police Administration, City Administrator, Public Safety Committee and Operations Committee that the authorization for $950,000 of councilmanic bonds for the training center be revised from issuance in 1990 to issuance in 1989, with the first debt service payments to be due in 1990, so that the training center project can be let on one bid in order to save significant construction and project management costs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, that the 1988-1992 Capital Improvement Program be amended to provide that the $950,000 of supplemental funding for the completion of the police/fire training center be obtained by the issuance in 1989 of limited tax general obligation bonds and to reserve $950,000 of councilmanic debt capacity for 1989 for that purpose.
