HomeMy WebLinkAbout1124CITY OF KENT, WASHINGTON RESOLUTION NO. 1124 A RESOLUTION of the City of Kent, Washington, relating to solid waste; encouraging recycling and waste reduction and recommending service levels and rates. The City Council of the City of Kent, Washington does hereby resolve as follows: SECTION 1. Recitals. 1.1 Pursuant to Ordinance No. 2671, adopted October 20, 1986, the City of Kent provided for the dissolution of its solid waste utility. 1.2 The City of Kent recognizes that collection companies certified by the Washington Utilities and Transportation Commission pursuant to Chapter 81.77 RCW will engage in the business of operating as a garbage and refuse collection company in the City of Kent, and the WUTC has and will set rates for collection of garbage pursuant to State law. 1.3 The City of Kent has in the past, and will continue in the future, to encourage waste reduction and recycling of garbage, and collection companies operating within the City of Kent should further be encouraged to provide for waste reduction and recycling through the operation and maintenance of buy-back and recycling centers, and other innovative programs. 1.4 Pursuant to RCW 35.21.120 and RCW 35.67.020, the City of Kent may, and has reserved the right to, establish a City of Kent system and plant for garbage and refuse collection and disposal. Until such time as the City of Kent establishes such a system, it will not regulate or otherwise effect, and has no authority over, rates for garbage collection and disposal and collection companies shall be solely responsible for such collection and disposal. By this resolution, however, the City of Kent makes its recommendation to the Washington Utilities and Transportation Commission concerning certain rates to be set by the WUTC through its approval of tariffs of collection companies operating within the City of Kent. SECTION 2. Resolution. 2.1 The Washington Utilities and Transportation Commission is urged to support a tariff rate of not more than SEVEN DOLLARS AND FIFTY CENTS ($7.50) as the residential rate for fully- automated mobile toter service. 2.2 The Washington Utilities and Transportation Commission is further urged to support lifeline rates for the elderly residents of the City of Kent. 2.3 Collection companies are urged to facilitate and provide for waste reduction and recycling programs for commer- cial and residential waste within the City of Kent, and the Washington Utilities and Transportation Commission is urged to support such programs. c~···~·-·· 2.4 Collection companies operating within the City of Kent have pledged to maintain, at a minimum, service and rates at current levels established by the WUTC for at least one year. The City of Kent acknowledges this pledge and urges continued compliance therewith. 2.5 Collection companies operating within the City of Kent have pledged to not dispose of solid waste at the Kent Highlands Landfill after December 31, 1986. The City of Kent acknowledges this pledge and urges continued compliance therewith. Passed at a regular meeting of the City Council of the City of Kent, Washington this 15th day of December, 1986.
