HomeMy WebLinkAbout1095RESOLUTION NO. /Q 9.s-- A RESOLUTION of the City Council of the City of Kent, Washington, relating to the Western Processing hazardous waste site. WHEREAS, the Western Processing Company site is located at 7215 South l96th Street in the City of Kent, Hashington and occupies approximately thirteen acres; and WHEREAS, since 1961 the site has been used for processing of animal by-products, brewers yeast, and chemicals and industrial waste; and WHEREAS, significant contamination of the site and surrounding properties as has occurred as a result of the operations at Western Processing; and WHEREAS, the Western Processing site was added to the Environmental Protection Agency's National Priorities List [of hazardous waste sites] in July 1982; and HHEREAS, the City Council of the City of Kent, Washington at a regular workshop on February 24, 1986 has been advised by the Environ~ental Protection Agency that negotiations with the potential responsible parties for the Western Processing site, have broken down; and HHEREAS, the City Council has been advised by the Standard Equipment Company that it has proposed a plan for cleanup of the Western Processing site; and WHEREAS, there have been substantial delays in the effort to continue the cleanup of the Western Processing site; and WHEREAS, the ability of the Environmental Protection Agency to proceed with a rapid cleanup of the Western Processing site is limited by the lack of Super Fund reallocation; and HHEREAS, the continued spread of contaminants from the Western Processing site should not remain unabated; NOW THEREFORE THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES HEREBY RESOLVE AS FOLLOWS: Section 1. That the Congress of the United States provide for the reallocation of funding to support the efforts of the Environmental Protection Agency in administration of the Comprehensive Environmental Response Compensation and Liability Act of 1980, and that the Super Fund be used to immediately address the cleanup of Western Processing. Section 2. That there should be no further delays in the effort to cleanup the Western Processing site. Section 3. That the Environmental Protection Agency, and the Washington State Department of Ecology, continue with a co~munity relations response program to advise the community concerning the progress of cleanup efforts, and to involve the public in decision making concerning the cleanup efforts. Section 4. That the City of Kent support the efforts of Standard Equipment Company, Inc. in its attempt to provide for the cleanup of Hestern Processing contamination, both off site and on site, and the City further supports the efforts of standard Equipment, the Environmental Protection Agency and the Department of Ecology in recovering cleanup costs from those parties responsible for the Western Processing contamination.
