A RESOLUTION of the City Council of the
City of Kent, Washington relating to roads and
transportation, and the County General Tax Levy
for the County Road Fund; requesting that King
County cease diversion of monies from the
County Road Fund.
WHEREAS, RCW 36.82.040 grants the County authority to
levy a Uniform Property Tax for the purpose of raising revenue for
establishing, laying out, constructing, altering, repairing,
improving, and maintaining county roads, bridges and wharves; and
WHEREAS, all funds accruing from such levy, unless
diverted, are to be credited to and deposited in the County Road
Fund; and
WHEREAS, through 1985 the general tax levies for the
County Road Fund will have raised in excess of $210 million
dollars; and
WHEREAS, is it estimated that in 1985 26.1 million
dollars will be raised by the general tax levy for the County Road
Fund; and
WHEREAS, since 1972 40.6 million dollars have been
diverted by the County from the County Road Fund; and
WHEREAS, in 1985 the County is proposing that an
additional 2.7 million dollars be diverted from the 1985 levy for
the County Road Fund; and
WHEREAS, the County system of streets and highways in
South King County is inadequate; and
WHEREAS, the continuing diversion of county road funds
further contributes to the inadequate County road system; and
WHEREAS, it is in the public interest to stop the
diversion of County Road Funds as one step toward the resolution
of the problems of South King County roads; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The continued diversion of funds from the
County Road Fund contributes to the continuing failure of the
County to address the problem of its South King County road
system.
Section 2. The City of Kent requests that the County
cease all diversion from the County Road Fund, and devote such
funds to the resolution of the South King County traffic problem.
