A RESOLUTION of the City of Kent,
washington setting a special public hearing for
consideration of the West Hill portion of the
Comprehensive Plan.
WHEREAS, the Kent Planning Commission has completed public
hearings and deliberations on the west Hill Plan, an amendment to
the Comprehensive Plan of the City of Kent~ and
WHEREAS, the City Council has received the recommendations
of the Planning Commission concerning the west Hill Plan~ and
WHEREAS, the Council first considered the West Hill Plan
at a public meeting on December 5, 1983; and
WHEREAS, the Council further considered the matter at a
special workshop on January 11, 1984~ and
WHEREAS, Resolution No. 989 of the Kent City council
provides that after public meetings the Council shall vote to
approve, or to disapprove, or to modify and approve the modified
Comprehensive Plan; or in the alternative vote to refer the
Comprehensive Plan back to the Planning Commission for further
proceedings~ and
WHEREAS, the Planning Commission's process for hearing
Comprehensive Plan amendments is the method provided by state law
and approved by this Council~ and
WHEREAS, it appears that an additional public hearing on
the West Hill Plan is advisable~ and
WHEREAS, the Planning Commission has a number of new
members unfamiliar with the prior deliberations concerning the
West Hill Plan; and the unique circumstances for consideration of
the West Hill Plan make it more efficient and advisable for the
council to conduct the additional public hearing; and
WHEREAS, the special hearing to be set by this resolution
is a result of the unique circumstances surrounding the considera-
tion of the West Hill Plan, and the Council reaffirms Resolution
989 concerning future deliberations on the recommendation of the
Planning Commission concerning amendments to the Comprehensive
Plan; NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. A special public hearing of the Kent City
Council to consider the West Hill Plan is set for 7:00 p.m.

RESOLUTION NO.
A RESOLUTION of the City of Kent,
Washington, concerning the procedure for City
Council review of recommendations of the
Planning Commission for the Kent Comprehensive
Plan.
WHEREAS, RCW 35A.63.060 directs every City to direct its
planning agency to prepare a comprehensive plan for anticipating
and influencing the orderly and coordinated development of land
and building uses of the code city and its environs; and
WHEREAS, RCW 35A.63.070 sets forth specific requirements
for notice and public hearing by the planning agency concerning a
comprehensive plan, or successive parts thereof; and
WHEREAS, RCW 35A.63.071 and RCW 35A.63.072 provides for
transmission of comprehensive plan recommendations, and
consideration by the City's legislative body in public meeting of
those recommendations; and
WHEREAS, the City of Kent has established a Planning
Commission to conduct public hearings pursuant to Chapter 35A.63
RCW; and
WHEREAS, it is a disservice to the Planning Commission
and the members of the public who appear at Commission hearings
for the council to accept and consider information not before the
Commission, and to conduct supplemental hearings; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. Pursuant to RCW 35A.63.072, within sixty
days of receipt of recommendations for the Comprehensive Plan, the
City Council will consider the recommendations at a public meeting.
Section 2. At the public meeting the Council will also
consider such other written submittals that are filed with the
City prior to the public meeting, concerning the recommendations
of the Planning Commission.
section 3. Following the public meeting the Council
shall vote to approve, or to disapprove, or to modify and approve
as modified, the comprehensive plan. The Council may also vote to
refer the comprehensive plan back to the Planning Commission for
further proceedings, in which case the Council shall specify the
time within which the Planning Commission shall report back its
findings and recommendations on the matters referred to it.
