A RESOLUTION of the City of Kent, Washington, prohibiting the issuance of building permits, filing for rezones,. conditional use permits or annexations in the area of the City lying south of the Green River, southerly to S. 277th Street and between the Green River and the beginning of the West Hill slope, until a public hearing is held to determine if the prohibition shall be extended to a time certain so that the City's staff can complete a study of surface water, transporta- tion and other impacts in the designated area. WHEREAS, the City Council determined on December 7, 1981, that it is necessary for the City's staff to review any impacts develop- ment might have on the area lying south of the Green River and illustrated in attachment "A"; and WHEREAS, the City Council, on December 7, 1981, directed that no building permits be issued and that no rezone, conditional use and annexation application be accepted for the aforementioned area; and WHEREAS, the City Council on December 7, 1981, more specifically directed the staff to complete a study of surface water, transporta- tion, and other impacts of development in the impacted area; and WHEREAS, the City has engaged the firm of Wilsey and Ham to con- duct a transportation study for the entire City; and WHEREAS, the Transportation Study will not be completed before July, 1982; and WHEREAS, the City has engaged the firm of URS to conduct a Sur- face Water Study; and WHEREAS, the Surface Water Study will not be completed before October, 1982 ; and WHEREAS, both of the aforementioned studies will enable the staff to determine the impacts of development in relation to trans- portation and surface waters, NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO HEREBY RESOLVE: Section 1: That from and after April 5, 1982, no application for a building.permit, rezone, conditional use permit and annexation shall be accepted by the City of Kent for that part of the City south of the Green River and which is -1- described in Exhibit "A" attached hereto and incorporated herein by reference. Section 2: That the prohibition against application for building permits, rezones, conditional use permits, and annexations shall continue in effect until the City has held public hearings to determine whether the prohibition should extend for a time certain pending completion of the Transpor- tion and Surface Water studies. Section 3: The first public hearing to determine whether the prohibition should be extended will be held at 7:00p.m., May 3, 1982, in the City Council Chambers.
