A RESOLUTION of the City Council of the City of Kent, Washington, adopting the Revised 1982 Housing and Community Development Program under the Housing and Community Development Act of 1974. WHEREAS, the United States Congress in 1974 enacted ,, public law 93-393, commonly called the "Housing and Development Act of 1974", and hereinafter called "the Act", and WHEREAS, the primary objective of the Act is "the development of viable urban communities, by providing decent housing and suitable living environment and expanding economic opportunities, principally for persons of low and moderate in- come", and WHEREAS, the Secretary of Housing and Urban Develop- ment is authorized by the Act to make grants to units of general local government to help finance community development programs approved in accordance with the provisions of the Act, and WHEREAS, the City of Kent is a unit of general local government which is entitled to grant monies for some of its proposed programs in the areas of housing assistance and com- munity development, and WHEREAS, the City of Kent has provided its citizens with adequate information relative to the funds available and programs fundable under the Act, and has provided citizens with an adequate opportunity to participate in the development of grant applications, and has held numerous public hearings to ob- tain the view of citizens on community development and on hous- ing needs, and WHEREAS, it has been determined that the City of Kent, as a member of the King County Block Grant Consortium, is en- titled to certain monies commonly referred to as "Population money", and may be entitled to.other monies commonly referred to as "Needs and Interjurisdictional money'', and WHEREAS, the City of Kent City Council passed by Resolution #949 a Three Year Plan for Community Development that outlines Community Development needs, supportive Com- prehensive Plan goals, and Block Grant funding strategies, and -1- WHEREAS, at a public hearing held on October 20, 1981, the Kent Planning Commission recommended the 1982 Housing and Community Development Block Grant Program for adoption by the City Council, and WHEREAS, at a regular public meeting held on November 2, 1981, the Kent City Council adopted the 1982 Kent Housing and Community Development Block Grant Program by Resolution #938, and forwarded the program applications to the King County Con- sortium for their review and approval, and WHEREAS, at a meeting on February 2, 1982, the King County Block Grant Consortium Joint Policy Committee adopted its 1982 Housing and Community Development Block Grant Program which did not award the $27,500 Needs funds requested for the Kent Senior Center Feasibility Study, and WHEREAS, the amount of Kent's Population funds must be reduced by $235 as a result of a reduction in the HUD entitle- ment for 1982, and WHEREAS, the King County Consortium did notify the Council that it is necessary to allocate the $5,000 Population funds set aside by Resolution #938 for the Senior Center Feasibility Study, NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO HEREBY RESOLVE: Section 1: That the Revised 1982 Housing and Community Development Program attached hereto as Exhibit "A" incorporated herein by reference be and the same is hereby adopted.
