A RESOLUTION of the City of Kent,
Washington, directing the City's staff to
investigate and study existing Comprehensive
Plan land use designations and current zoning
for lands lying on the Valley Floor south and
west of the Green River within and adjacent to
Kent and directing the staff to present pro-
posals for possible land use changes in these
areas to some type of agricultural use.
WHEREAS, the City Council adopted a city-wide Compre-
hensive Plan on January 3, 1977, by Resolution #817, and
WHEREAS, Objective 1 of Goal 1 under the Open Space
section of the city-wide Comprehensive Plan states, "Reserve, con-
serve, and preserve farmland, forested areas, flood plains, wetlands,
and watersheds", and
WHEREAS, the City Council adopted the Valley Floor
Plan, an element of the city-wide Comprehensive Plan, on July 2,
1979,by Resolution #873, and
WHEREAS, Goal 3 under the Economic Development Section
of the Valley Floor Plan states, "Encourage the retention of agricul-
ture in the Valley area," and
WHEREAS, Objective 1 of Goal 3, under the Economic
Development Section of the Valley Floor Plan states, "Participate in
King County and State agriculture preservation programs," and Objec-
tive 2 under the same goal and section of the Valley Floor Plan states,
"Identify lands having significance as uses for agriculture, open
space, recreation, and setback levees", and
WHEREAS, the City Council, by Resolution #925 adopted
on March 2, 1981, endorsed the purpose, goals, and policies contained
in the Phased Growth, Transportation, Public Utilities and Inter-
governmental Coordination sections of the King Subregional Plan, and
WHEREAS, the King Subregional Plan has an objective,
under its phased growth section, which states, "To retain areas of
low intensity land use for agricultural preservation, protection of
environmentally sensitive areas and the minimization of the impact
of natural hazards", and

WHEREAS, Policy 1.3 under the aforementioned growth section
of the King Subregional Plan states, "Designated agricultural lands,
environmentally sensitive and historically or naturally unique areas
should be identified and reserved from development, whether occurring
in urban and suburban centers, skipped-over parcels or at the suburban/
rural edge", and
WHEREAS, the citizens of Kent demonstrated their general
support of farmlands preservation by voting in the majority to
pass the King County Farmlands Bond Ballot Propositions in 1978
and 1979, and
WHEREAS, the recent Parks and Recreation sponsored survey
of public attitude showed that 67.7 percent of the respondents rated
the preservation of open space, greenbelt and natural areas as
"important" or "very important", and
WHEREAS, the King County Department of Agriculture has
determined that agricultural lands of significance that could be
preserved lie south and west of the Green River in and adjacent to
Kent, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY RESOLVE:
Section 1: It shall be a goal of the City of Kent to pre-
serve certain lands on the valley floor, lying south and west of the
Green River for mixed types of agricultural uses.
Section 2: The administrative staff of the City be and
hereby are directed to make proposals to the City Council for possible
Comprehensive Plan changes and Zoning District changes to reflect the
intent of the goal referred to in Section 1
