A RESOLUTION of the City Council
of the City of Kent, Washington, relating to
community development and adopting goals,
policies and policy statements relative to
development criteria.
WHEREAS, the City Council has a legal responsibility
to provide for the health, life safety, and general welfare of the
community, and
WHEREAS, the City 1 s ability to provide services is
affected by the rate of growth, both inside and outside the City, and
WHEREAS, the Cityls ability to provide services is
sometimes limited by the effects of growth outside its jurisdiction,
and
WHEREAS, the City Council legally must assume responsi-
bility for the adequacies of services and take whatever steps are
necessary to assure the maintenance of those levels of service, and
WHEREAS, in order to discharge its legal responsibili-
ties to provide a viable community and to assure an orderly rate of
growth, the City Council must develop goals and policies together
with stategies for implementation thereof, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY RESOLVE:
Section 1. It shall be a goal of the City of Kent
that all development within the City shall be predicated upon the
City 1 s ability to provide an acceptable level of services to support
such development.
Section 2. The administrative staff of the City be
and hereby are directed to commence development for council review
of specific criteria for determining acceptable levels of service
for utilities, police, fire, transportation and parks and recreation.
Section 3. The administrative staff of the City be
and hereby are directed to commence development for council review
of strategies for implementation of the goal. referred to in Section
1 above.
