A RESOLUTION of the City Council of the City of Kent, Washington, regarding the adoption of Surface Water Management policies for a portion of the City of Kent. WHEREAS, Surface Water Management policies have been pro- posed in the attached Appendix "A", and are commonly referred to as Surface Water Management policies for a portion of Kent, and WHEREAS, public hearings were held before the Planning Commission of the City of Kent, after notice of said hearings were duly published, and WHEREAS, after the final hearing of the Planning Commission on October 28, 1980, the proposed Surface Water Management policies were forwarded to the City Council with the recommendation that they be adopted, and WHEREAS, the City Council held hearings on the Surface Water Management policies on December 11 and 22, 1980; January 26, 1981, and February 17, 1981, and following said hearings either approved, disapproved or modified the recommendations of the Planning Commission, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO HEREBY RESOLVE: Section 1: That the Surface Water Management policies attached hereto as Appendix "A" and commonly referred to as the Surface Water Management policies for a portion of the City of Kent, be and hereby are incorporated herein by reference as if fully set forth herein, and the same hereby is adopted. Section 2: That the Surface Water Management policies be filed with the City Clerk and in the office of the Public Works Department and be made available for public inspection upon request. Kent should continue to support the scs Valley Drainage projects. 2. Develop~ent of any drainage system should be consistent and compatible with the proposed SCS Valley Drainage project. 3. Prohibit development north and east of the Green River within the ,FIA designated pending areas unless equivalent storm water storage or the LID is formed and passed or until the SCS Valley Drainage project is constructed. 4. Adopt the concept of the north/south drainage channel and that development thereof should proceed as soon as possible north and east of the Green River. 5. All developments within the areas shall preserve the viability of constructing the north/south drainage channel north and east of the Green River. 6. Kent should proceed with the development of a city-wide storm water drainage utility. 7.
