A RESOLUTION of the City Council of the City
of Kent, Washington, addressing the proposed 1999 King
County Government budget.
WHEREAS, the County Council is currently considering the adoption of a
1999 operating and capital budget by the end ofNovember 1998; and
WHEREAS, the suburban cities of King County, representing over
700,000 people of the County, remain committed to the adopted vision of the county
Growth Management Planning Policies; and
WHEREAS, the County's budget is pivotal to the implementation of that
vision; and
WHEREAS, under the county Growth Management Planning Policies, the
suburban cities have agreed to accept responsibility for providing local government
services to 240,000 people living in the urban unincorporated area of King County over
the next ten years; and
WHEREAS, either through incorporation or annexation, 120,000 people
have already moved into cities over the last three years; and
WHEREAS, this reduces by half or more the County's responsibility for
local government services; and

WHEREAS, the proposed budget submitted to the County Council
undermines that vision by: (a) adding staff and overhead costs while the local service
population is declining; (b) increasing taxes by 1 0-11% over the last two years for all
citizens to pay for services to unincorporated areas; and (d) reducing resources available
to provide regional human services countywide, NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION I. The City of Kent urges the County Council to adopt a 1999
budget that implements and sufficiently funds the County's responsibility as regional
service provider to all citizens.
SECTION 2. The City of Kent requests that the County Council:
1. Eliminate property tax increases that effect all citizens until all regional
revenues are used for the sole purpose of regional services.
2. Increase funding of regional human services to provide a basic service
package to all citizens of the County.
3. Reduce rather than increase staffing levels and overhead dedicated to local
services to match the decline in service population in urban unincorporated areas.
4. Require that already collected revenues for road improvements in
urbanized areas be used to build road improvements in those areas.
SECTION 3. Severability. If any section, subsection, paragraph,
sentence, clause, or phrase of this resolution is declared unconstitutional or invalid for
any reason, such decision shall not affect the validity of the remaining portions of this
resolution.
SECTION 4. Effective Date. This resolution shall take effect and be in
force immediately upon its passage.
