A RESOLUTION of the City Council of the
City of Kent, Washington, authorizing the Mayor
to sign the Interlocal Agreement for Regional
Planning of the Central Puget Sound Area, an
agreement authorizing the creation of a
voluntary association of local governments in
order to implement regional transportation
planning duties, all as provided for in Chapter
47.80 RCW.
WHEREAS, the legislature of the State of Washington has
declared its interest and intent that there be a coordinated
planning program for regional transportation systems and
facilities throughout the state (RCW 47.80.010); and
WHEREAS, to fulfill this mandate, authorization was given
for the creation of regional transportation planning organizations
formed through the voluntary association of local governments (RCW
47.80.020) and the duties of such an association were specifically
enumerated (RCW 47.80.030); and
WHEREAS, the Convocation of Local Elected Officials met
and approved for passage a draft interlocal agreement creating an
association called the Puget Sound Regional Council pursuant to
the above cited statutes; and
WHEREAS, affected local governments, including the City
of Kent, were sent copies of the draft interlocal agreement and
comments were elicited and received; and
WHEREAS, the Kent City Attorney found the interlocal
agreement acceptable as to form; and
WHEREAS, the deadline for each affected local government
to adopt, execute and deliver the interlocal agreement is
April 12, 1991; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. This Resolution shall authorize the execution
of the Interlocal Agreement for Regional Planning of the Central
Puget Sound Area by the Mayor. The City agrees to be bound to the
terms of the Agreement, and to accept the benefits thereof.
Section 2. The City Attorney's Office is hereby
authorized to immediately deliver the executed Interlocal
Agreement to the Regional Organizing Committee as directed.
