A RESOLUTION of the City Council of the
City of Kent, Washington, requesting King
County to implement the local option vehicle
fee authorized by ESSB No. 6358.
WHEREAS, the City Council recognizes the need to meet the
transportation requirements of the City and the city has developed
and is continuing to develop transportation plans which further
identify the transportation needs of the City; and
WHEREAS, in order to meet the transportation needs of the
City and maintain acceptable levels of service, increased levels
of funding are necessary to finance necessary and reasonable
transportation improvements within the City; and
WHEREAS, the 1990 State Legislature passed legislation
which authorizes county governments to raise additional funding
for transportation improvement purposes, including construction,
operation, and preservation, through a local option vehicle
license fee; and
WHEREAS, the proceeds from said vehicle license fee, if
imposed, would be distributed to cities within the County to
assist in meeting city transportation needs; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council hereby requests that,
pursuant to the local option vehicle fee, authorized in ESSB 6358
§206 (Laws of 1990 Legislature), the King County Council impose an
additional fee of fifteen dollars per vehicle, for each vehicle
subject to license fees under RCW 46.16.060 registered within the
boundaries of King County, at the earliest possible effective
date; said monies to be used for transportation purposes as
provided therein.
Section 2. Consistent with ESSB No. 6358 §213 (Laws of
1990 Legislature), the City Council anticipates that revenues
generated by this additional fifteen dollar licensing fee, less
authorized deductions, will be distributed to the County and
cities within the County based on relative per capita population,
with County population defined as one and one-half of the
unincorporated population of the County.
