Boyce called the meeting to order at 5:00 pm. 1. Approval of Minutes Higgins Moved and Boyce Seconded a Motion to approve the Minutes of April 14, 2014. Motion PASSED 2-0 in Berrios's delayed arrival. 2. County-wide Planning Policies Ratification Planning Director Fred Satterstrom stated that the Growth Management Act requires planning consistency among jurisdictions within the same county. Kent is asked to ratify a planning policy for the City of Issaquah proposing to designate a portion of their downtown as an urban center. The Growth Management Planning Committee (GMPC) agrees with this proposal and the King County Council passed this proposal on to the cities to ratify. Staff recommends approval to move this to City Council for their concurrence. Higgins Moved and Berrios Seconded a Motion recommending to the full Council ratification of an amendment to the Urban Growth Area Map in the 2012 King County Countywide Planning Policies (CPPs) to add the Central Issaquah Urban Core as an Urban Center as approved under Growth Management Planning County (GMPC) Motion No. 13-1. Motion PASSED 3-0. 3. Economic Development Strategic Plan Economic and Community Development Director Ben Wolters stated that he presented the Strategic Plan (SP) before Council at their workshop last week with councilmember Higgins expressing the need for the city to conduct broader community outreach. The mayor's leadership team has been generally positively receptive of the SP. Wolters stated that he might propose removal towards implementing a manufacturing institute to support manufacturing and would possibly propose adding a task that would focus on attracting foreign investment to Kent as the city has experienced some success with foreign investment, stating that he believes there is a regional push in that direction that will occur within the next 10 plus years and feels that Kent is in a good position to take advantage of that. Wolters questioned how the Committee would like to proceed in order to get to adoption and closure on the Plan. He stated that the update to the comprehensive plan (CP) is coming up and that process can begin concurrently with the Committee's continued review and evaluation of the development strategy and ultimate adoption of the Plan. Satterstrom stated that according to state law, the Comprehensive Plan (CP) is due for update every 7 years. Kent's last update occurred in 2004. Legislation allowed an extension due to funding problems. Kent must be in the process of updating or adopting the CP by June 30, 2015. The CP may be amended annually as well as considered outside of that annual cycle by declaring an emergency to move forward with an amendment. Wolters stated that the CP includes an element related to economic development. This SP is more comprehensive than the previous SP. Staff's effort was to highlight how the breadth ECDC Minutes May 12,2014 Page 1 of 4 2 of what the city does impacts economic development and vice versa. Staff saw the SP as a precursor for setting the stage for the CP. The Committee asked that staff report back minimally twice a year on the city's progress and what the Committee needs to take action on. Higgins suggested that staff present the SP to the Chamber of Commerce and Kent Downtown Partnership (KDP) upon adoption. Berrios spoke about the importance of reaching out to businesses and making sure they are kept informed with respect to infrastructure issues and where funding will come from. Kent needs to maintain credibility with the community as we go through the SP process. If Kent can rally the community around the SP, we can grow our city. Wolters asked the committee if they would entertain a resolution coming back next month approving and adopting the SP. The Committee concurred with approving the SP next month and moving it to full Council, with Barrios stating that the SP can be adapted if needed. One of the goals of the City is to conduct broader outreach through the CP update process to receive more citizen input. Satterstrom stated that the Growth Management Act (GMA) encourages citizen participation. He stated that Kent has evolved into a more diverse community. Part of the outreach program for the CP update will be to consider how to reach those diverse populations which traditionally haven't been involved in comprehensive planning. The City held a meeting with Futurewise; who is working on the issue of how to reach those diverse communities. The city is working with Futurewise on a collaborative effort to integrate the results of those findings into the CP. Satterstrom stated that an announcement was made at the Mayor's leadership team meeting that the process of rolling out the CP was underway and that all departments would need to delegate representatives for an interdepartmental team to decide on what the outreach program would look like. Staff will report back to the Committee once the outreach and work program is developed. Upon recommendations by the Committee Wolters stated that perhaps an executive summary of the SP could be posted on the city's website for public preview. Informational Only 4. Sound Transit Federal Way Link Extension Update Satterstrom stated that he was showing a 10 minute animated video presentation that illustrates what elevated or at-grade station types might look like, and to provide a visual to consider different alternatives Sound Transit has talked about with regard to the Federal Way Extension and what those options might look like. Satterstrom stated that the presentation reflects the East Link of the Bellevue to Redmond Light Rail System alignment. One option under consideration is a trench design at Highline Community College. Satterstrom stated that those council members touring the existing light rail station sites will see noise wall mitigation, trails that have been worked in, and other mitigation offered at other station sites. Staff will conduct an internal analysis of transit-oriented development opportunities that the different stations and alignments offer. Staff approached the Urban Land Institute (ULI) about holding a panelist discussion to collaboratively identify those they wish to include on the panel such as economic development, planning, and commercial real estate experts. Once technical expert panelist selections have been made, ULI will hold a Charette where staff will pose questions related to "Which of the 8 alignments and station locations in the Highline area offers the most ECDC Minutes May 12,2014 Page 2 of 4 3 advantages and captures the best opportunities for transit-oriented and future economic development?" The panelists will take a multi-disciplinary view of this question. Staff will meet with ULI on May 22nd to become familiar with ULI, with the project and with the protocols and requirements for entering into an agreement with ULI. Once Kent contracts with ULI, ULI will tour Kent, hold discussions with their panel of experts, and make their presentation answering questions posed to them by Kent staff. The technical panel may look at Federal Way station locations in July. Deliverables include panel presentation at the end of their day in Kent with the submittal of a formal report within six weeks along with a power point presentation. Informational Only S. Parking Zones Amendment — DSAP Implementation Wolters stated that this item was presented before the Public Works Committee at their last meeting as an informational item and will return to the Public Works Committee for action. Discussion has been held over past several months on parking in downtown. King County conducted a parking study that educated Kent staff to parking inventory opportunities and issues. Kent Downtown Partnership (KDP) indicated interest (in part sparked by a hair salon business owner with collaboration by several council members) in extending parking for some portions of the downtown streets beyond two hours. Council found that it is not legal to move your car every two hours on the same street. With this recognition, interest, and the study that was conducted, the city was able to collaborate with the KDP. Lisa Vivian with Eberle Vivian lead a volunteer parking committee comprised of KDP and city staff representing several departments to craft the parking proposal. Wolters defined those streets where 2 hour parking would remain and where parking is proposed to change to 4 hours as favored by all the businesses, while preventing all day parking for commuters or employees yet provides more latitude to support the businesses along those streets. Former Deputy Chief Strauss suggested changing the two hour parking along State Street to no parking limitations to better serve the turnover for the health clients in that area. KDP has recommended changing the existing two hour parking along Titus Street adjacent to the parking lot owned by the city to provide additional parking for employees to supplement what is already within that parking lot. Informational Only 6. Land Use and Planning Board (LUPB) Schedule for May-July Satterstrom stated that the LUPB will hold a workshop this evening (May 12) to consider the Downtown Design Guidelines (DDG) and Recreational Marijuana Zoning. The LUPB will hold a public hearing May 271h on the DDG, a public hearing or workshop on June 91h with a possible hearing to be held June 23r'.on recreational marijuana. The LUPB will hold a workshop June 91h and June 23r' with a public hearing on July 141h to consider Riverbend property amendments. The Riverbend property amendments will be brought before the Committee late July or early August. Informational Only 7. Economic Development Update Wolters stated that the General Services Administration (GSA), landlord and developer for the Federal Government, held an industry day question and answer session about new Request for Proposal (RFP) requirements they are putting out in the marketplace for a new regional Federal Aviation Administration (FAA) Headquarters. GSA proposes a 300,000 sf facility that would house 1600 employees. This would include employees currently at the Renton site and consolidation from other FAA facilities in Region 10 of the FAA covering much of the western Pacific Northwest states that includes Alaska and Hawaii. This coming Friday is the next deadline date for submittal of preliminary proposals. Kent reached an ECDC Minutes May 12,2014 Page 3 of 4 4 agreement last Friday with Mortenson Construction, LMN Architects and Heinz development who will proceed with submitting a proposal for the city owned Naden site. Wolters stated that it is his understanding that GSA will bid exclusively on the Naden site. GSA does not require property owner approval at this point; they just want to see who is out there and who wants to go with what and then GSA will provide feedback for their more formal submission that will occur in the months ahead. Wolters stated that another developer became aware of the opportunities at the Riverbend site and will wait to see what happens on Friday, but may proceed with submitting a concept for the FAA facility for that site. Staff will continue developing a Request for Qualifications (RFQ) for the Riverbend site. Staff is receiving good preliminary interest through our contacts in the market place on the Riverbend site. The GSA has expanded their site search to a 10 mile radius that includes an adjunct of the southern portion of the Seattle Downtown Business District that brings into play a couple office buildings with the square footage to accommodate the FAA facility. The challenges for those buildings is that a decision needs to be made on whether to hold off signing leases now and over the coming months to clear out potential space to meet the requirements and deadline for the targeted opening date of August 1, 2017. GSA has confirmed that this project is fully funded. Wolters stated that he has been given the go ahead to submit a supplemental budget request related to permitting and is in the process of drafting that request which will go to the Mayor for consideration. If approved, this proposal would include funding for this year to add some temporary assistance to help with the permitting process throughout this year. Recommend to the full City Council approval/denial/modification of the: (A) Downtown Design Review Code Amendment; and (B) Kent Downtown Design Guidelines Update as recommended by the Land Use & Planning Board and as evaluated in the Addendum to City of Kent Downtown Subarea Action Plan Planned Action Supplemental EIS. 2. Direct the City Attorney to prepare the necessary ordinances. SUMMARY: On November 19, 2013 the City of Kent Council adopted the Downtown Subarea Action Plan (DSAP) (Ordinance No. 4090) which contains action items to implement the vision for downtown Kent, including directions to "Revise Design Guidelines and development regulations'. This amendment to the Kent City Code (KCC) Title 15.09 and Kent Downtown Design Guidelines update follows through on the DSAP and on Council's strategic goal to 'Beautify Kent'. The Kent Downtown Partnership - Design Committee met with city staff to provide input on proposed revisions to the Kent Downtown Design Guidelines. On March 10, 2014 the Economic and Community Development Committee was briefed on the project. After holding four (4) workshops and one (1) public hearing, the Land Use and Planning Board (LU&PB) recommended approval of the Downtown Design Review code amendments and the Kent Downtown Design Guidelines update. BUDGET IMPACT: None BACKGROUND: (A) Downtown Design Review Code Amendment The proposed code amendments to Kent City Code (KCC) Title 15 implement selected policies and actions found within the Land Use Element of the 'Framework for Downtown' chapter of the DSAP. The amendments would apply citywide to real property within the newly expanded Downtown Area (see Attachment A). The proposed code amendments 6 support the update to the Downtown Design Guidelines (see Attachment B - As recommended by the LU&PB). The following policy and actions within the Land Use Element of the DSAP support the proposed code amendments: Policy LU-2: Encourage medium- and high-density development in Downtown through development regulations and design standards to provide an attractive, livable and high- quality residential mixed-use urban environment. Action LU-2.2: Ensure development regulations support a livable, economically vibrant, and well-designed Downtown. b) Revise the multifamily development regulations to provide viable, urban- style housing options within Downtown. c) Revise the Downtown Design Guidelines and development regulations where appropriate to reduce the visual impact of surface parking along pedestrian designated streets. The DSAP is a policy document that contains actionable items intended to implement the vision for Downtown Kent. The DSAP considered land use alternatives that were evaluated in the Kent Downtown Subarea Action Plan Planned Action Supplemental Environmental Impact Statement (SEIS). The SEIS analyzed at a programmatic level the potential impacts of changes to land use patterns (e.g., zoning), land use plans and policies, transportation and parks and recreation. The SEPA review of the Downtown Design Review code amendments is an addendum to the aforementioned SEIS (see Attachment Q. (B) Kent Downtown Design Guidelines Update The Kent Downtown Design Guidelines help to implement the DSAP's vision for downtown as a vibrant, livable, urban center that is pedestrian-friendly and enjoyed by the entire community. The proposed updates to the Kent Downtown Design Guidelines are guided by policies and action items found within the Land Use Element of the 'Framework for Downtown' chapter of the DSAP as referenced above, as well as the Urban Design and Transportation Elements below: Policy UD-1: Maintain and enhance a strong 'pedestrian first' character throughout the Downtown where interest, comfort, and protection from traffic is created through the design of streets and sidewalks. Where appropriate, add street trees, landscaping, water features, pedestrian-scaled lighting, street furniture, pavement treatment, or other softening treatments. • Action UD-1.1: Apply appropriate Downtown Design Guidelines and updated development standards to the entire downtown consistent with the vision. • Action UD-1.2: Revise the Downtown Design Guidelines 'Pedestrian Plan Overlay' to guide right-of-way use in a manner that will promote a safe, attractive environment for both motorized and non-motorized users. ZCA-2014-1 Downtown Design Review Code Amendment and Kent Downtown Design Guidelines Update Economic &Community Development Committee June 9, 2014 Page 2 of 4 7 Policy UD-2: Consider the relationship of building intensity and design to support visual interest and pedestrian comfort and safety. • Action UD-2.1: Revise the Downtown Design Guidelines and development regulations to promote ground floor building facade treatments and uses that will generate pedestrian interest and comfort (i.e., large windows, canopies, arcades, plazas and outdoor seating). • Action UD-2.2: Encourage the use of durable, high quality building materials to lower maintenance and replacement needs and ensure the aesthetic appeal of new development. • Action UD-2.3: Revise the Downtown Design Guidelines and development regulations to identify locations for continuous building facades, building setbacks, and historic preservation. a) Incorporate design options to ensure the historic architectural character of the urban pedestrian streetscape is maintained while balancing preservation with renovation and redevelopment. Policy T-1: Enhance pedestrian circulation systems and bicycle routes in the Urban Center. Place emphasis also on pedestrian and bicycle circulation systems which link adjacent neighborhoods to the Urban Center. Action T-1.3: Secure and design safe and attractive pedestrian connections through-out the Downtown and to adjacent residential neighborhoods. The proposed amendments to Downtown Design Review KCC Title 15.09 reference the recently adopted DSAP with its expanded downtown boundary and applicable zoning districts. The amendments also clarifies when the downtown design review committee shall make final decisions, removes references to consultants who initially prepared the Kent Downtown Design Guidelines, and revises the Downtown Area map. Public Hearing ZCA-2014-1 Kent Downtown Design Review Code Amendment & Kent Design Guidelines Update Planner Gloria Gould-Wessen stated that updates to the Kent Downtown Design Guidelines (DDG) are primarily organizational in nature. She stated that an Addendum to the Downtown Subarea Action Plan (DSAP) Planned Action Supplemental EIS was issued. Staff conducted public outreach, involved the Kent Downtown Partnership, reached out to those parties who had been part of the DSAP update process, of which 32 people from that inquiry asked to be included as parties of record, then publishing notice of the hearing and notifying those parties of the hearing. Wessen referred to the power point presentation, describing the project objectives, revisions to Kent City Code Section 15.09.046 Downtown Design Review, noting that the DCE-T, GC- MU, and MRT-16 designation will be added to where the DDG's will be applied. Changes to the DDGs included; consolidating the guidelines - removing about 20 percent of the text, revising for brevity and consistency, incorporating DSAP Planning Principles as part of the DDG goals, revising the Pedestrian Plan Overlay map, strengthening the guidelines to recognize relationship of new development on adjacent uses, reinforcing multimodal transportation options, simplifying lighting guidelines with an emphasis on safety, and including revisions to protect the historic character of the Historic District. The downtown design review process adopted herein is established as an administrative function delegated to the city's planning services office pursuant to RCW Title 35A. Therefore, in implementing the downtown design review process, the planning manager may adopt such rules and procedures as are necessary to provide for review of proposed projects. 3. All development within the downtown planning area shall be subject to the provisions of this section. 4. The downtown design review process is distinct from the multifamily design review process set forth in KCC 15.09.045. Applications for multifamily development within the DC, DCE, DCE-T, GC-MU and DLPIMRT-16 zoning districts that are also within the downtown area shall be subject to this section in addition to the provisions of KCC 15.09.045-4rr except as provided in KCC 15.09.045(E). 'In cases where a conflict may arises between the requirements of the two (2) sections, the provisions of this section shall prevail. 5 Downtown Design Guidelines Amend KCC 15.09.046 56 B. Application and review process. The downtown design review process is administrative and is conducted as part of the permit review process. The applicant must make application for the design review process on forms provided by planning services. Upon receipt of an application for design review, the planning manager shall circulate the application to the appropriate city departments and offices for review. Prior to issuing a final decision, the planning manager shall review any comments submitted for consideration. In the administration of this process, planning services may develop supplementary handbooks for the public, which shall pictorially illustrate and provide additional guidance on the interpretation of the criteria set forth in the downtown design guidelines. C. Design review committee. There is hereby established the downtown design review committee, which shall make all final decisions on applications for downtown design review as described in the Kent downtown design guidelines. The committee shall be comprised of three (3) members, who shall be appointed by the planning manager under the authority delegated te hing tnidefgu- ant to RCW Title 35A. The members shall serve at the pleasure of the planning manager. The planning manager shall, by administrative rule, establish the rules of procedure for the committee, which shall be made available to the public upon publication. D. Downtown design guidelines — Adoption. The downtown design review committee shall use the downtown design guidelines in the evaluation and/or conditioning of applications under the downtown design review process. SCOPE The City of Kent Economic & Community Development Department proposes a non-project action that includes amendment to Kent City Code (KCC) 15.09.046, Downtown Design Review and an update to the City's Downtown Design Guidelines. Changes to KCC 15.09.046 give effect to the Downtown Subarea Action Plan (DSAP) by applying design review to the expanded downtown area and clarifying when the downtown design review committee reviews development applications. Changes to the Kent Downtown Design Guidelines provide clarity, brevity, and reflect the vision for downtown found in the DSAP (adopted November 19, 2013). The City of Kent Comprehensive Plan Review and Midway Subarea Planned Action EIS evaluated alternative growth strategies at a programmatic level for the Kent Planning Area (City limits and Potential Annexation Area). This work refreshed the environmental review conducted for the City's Comprehensive Plan by analyzing additional growth that would be focused in Downtown, the Midway Subarea, and five potential Activity Centers. The Supplemental EIS for the Downtown Subarea Action Plan Planned Action (Draft issued June, 2013 and Final issued October, 2013) evaluated the growth potential for the expanded Downtown study area. II. SEPA COMPLIANCE On February 13, 2010, the City of Kent issued a Determination of Significance (DS) and Notice of Scoping for the City of Kent Comprehensive Plan Review and Midway Subarea Planned Action (ENV-2010-3). The City solicited public comment on the scope of the DEIS during the comment period and on October 22, 2010 the City of Kent issued a Draft EIS with the Addendum 112 Downtown Design Review Code Amendment & Kent Downtown Design Guidelines Update ENV-2014-18 / RPSA-2141590 Final EIS issued and distributed on September 1, 2011. No appeals to the EIS were filed. In 2012, the City of Kent Downtown Subarea Action Plan Planned Action Supplemental Environmental Impact Statement (SEIS) analyzed three alternatives and an evaluation of several environmental elements associated with the update to the Downtown Subarea Action Plan (DSAP) (ENV-2012- 30). The update to the DSAP anticipated amending and clarifying design guidelines, and extended those guidelines to more portions of the study area. The Draft SEIS was issued June 2013 and the Final SEIS was issued October 2013. No appeals to the SEIS were filed. No additional impacts are identified in the proposed amendments to Title 15.09 and update to the Kent Downtown Design Guidelines,. therefore an addendum to the EIS/SEIS is appropriate. III. STATEMENT OF CONSISTENCY This proposal is a nonproject action pursuant to WAC 197.11. Future project actions associated with the Downtown Design Review Code Amendments and Kent Downtown Design Guidelines are subject to and shall be consistent with the following: Kent Comprehensive Plan, Kent City Code, Environmental Policy, International Fire Code, International Building Code, the City of Kent Design and Construction Standards, the City of Kent Surface Water Design Manual, Public Works Standards and all other applicable laws and ordinances in effect at the time a complete project permit application is filed. IV. ENVIRONMENTAL REVIEW - SCOPE OF ADDENDUM The City of Kent has followed the process of phased environmental review as it undertakes actions to implement the Comprehensive Plan. The State Environmental Policy Act (SEPA) and rules established for the act, WAC 197- 11, outline procedures for the use of existing environmental documents and preparing addenda to environmental decisions. Nonproject Documents - An EIS prepared for a comprehensive plan, development regulation, or other broad based policy document is considered %%non-project," or programmatic in nature (see WAC 197-11-704). Phased Review - SEPA rules allow environmental review to be phased so that review coincides with meaningful points in the planning and decision making process, (WAC 197-11-060(5)). Future projects identified and associated with the implementation of the Downtown Design Review Code Amendments may require individual and separate environmental review, pursuant to SEPA. Such review will occur when a specific project is identified. Prior Environmental Documents - The City of Kent issued a Draft Environmental Impact Statement (DEIS) for the City of Kent Comprehensive Plan Review and Midway Subarea Planned Action on October 22, 2010 and a Final EIS on September 1, 2011 (#ENV-2010-3). Scope of Addendum - As outlined in the SEPA rules, the purpose of an addendum is to provide environmental analysis with respect to the described actions. This addendum regarding proposed code amendments for the Downtown Design Review Title. 15.09 and update to the Kent Downtown Design Guidelines does not identify new significant adverse impacts or significantly change the prior environmental analysis; therefore it is prudent to utilize the addendum process as outlined in (WAC-197-11-600(4)(c)). ENVIRONMENTAL ELEMENTS All environmental elements are adequately addressed within the parameters of existing codes and ordinances; as well as the City of Kent Comprehensive Plan Review and Midway Subarea Planned Action EIS and the Downtown Subarea Action Plan Planned Action Supplemental EIS, drafts and finals. Furthermore, subsequent project actions would require compliance with SEPA environmental policy which may include separate environmental checklists. Projects will be analyzed for consistency with mitigating conditions identified in the EIS and may require new mitigation based upon site-specific conditions. The amendments to the Downtown Design Review implement goals and policies identified in the Land Use and Community Design Elements of the City's Comprehensive Plan, as follows: Goal LU-3 - Focus both city and regional household and employment growth in the designated Urban Center. Policy LU-3.3 - Encourage medium- and high density residential development in the Urban Center. Emphasize design standards to provide an attractive and high-quality residential environment. Policy LU-3.4 - Enhance links between the Urban Center and adjacent residential neighborhoods. Design the Urban Center development to preserve adjacent neighborhoods. Goal LU-5 - Emphasize the importance of good design, historic preservation, and aesthetics for development in the Urban Center. For this exercise, the starting point or trigger is submittal of the civil construction permit application to the permit center; the endpoint for the process is the permit issuance of the civil construction permit. Purpose/Problem(s) to Address: Efficiency and customer satisfaction have long been goals of the City of Kent in the delivery of its permit services. The Civil Construction permit process involves many divisions in ECD and PW with the majority of the review occurring in Development Engineering in cooperation with Public Works. With the improvement in the economy and recent increase in permit applications, workloads have increased significantly while staffing for all divisions has not. As a result, permit review timelines are increasing which underscores the importance of being efficient as well as effective. The Civil Construction permit primarily involves the construction of infrastructure and improvements associated with the development or re-development of a site. The bulk of the review is accomplished by Development Engineering in conjunction with support and input from Public Works. Among the most apparent needs is to establish role clarity in the review and approval process. Going in, we want to address certain issues or problems that we are aware of, including: ® Lack of role clarity related to the review and approval process (may involve creation of SOP's or other review aides to make the reviews easier and more complete) ® Communication improvements (may involve creation of SOP's or other review aides to make the reviews easier and more complete) - Internally: between divisions and departments related to status of reviews and how comments are communicated and resolved - Externally: with applicants (pre-application notes, conditions of approval, consolidated letters, next steps in the permitting process, updated checklists and brochures, model plan set and approval blocks, etc.). Also improve messaging to applicants regarding review comments and status. Due to the organizational and staffing changes within the city as well as changes in Standards and codes, the process has degraded over time and the need for role clarity and reassignment may be necessary. Our hope is that clarification of roles will reduce the issues created where there is overlapping responsibility between divisions and departments or where there is a responsibility void. Lastly, the exercise should confirm the staffing necessary and support needed to carry out the permit review process. Boundaries: The project includes the permit process, from intake of the Civil Construction permit through the permit center to the issuance of the permit. This type of permit involves all of the following divisions: Permit Center, Planning, Development Engineering, Fire, and multiple divisions within Public Works. Since this type of permit is one of the more complex permits, it may touch on a number of other processes, namely: © Legal document review (agreements, covenants and easements) • Environmental review (SEPA) • Land use related processes • Ancillary permits including critical area review, water service, side sewer and street use permits In addition, the inspection of the issued permit may come into play as it relates to permit review and approval steps that are necessary to support the successful construction of the project and transfer of infrastructure ownership to the city. The intention here is to focus primarily on the civil construction permit while understanding how the other permits and eventual construction bear on that review. BUDGET IMPACT: $20,000 from existing 2013-14 budget BACKGROUND: ULI is a nonprofit research and education organization. The City will contract with a ULI Technical Assistance Panel to assess light rail station alternatives as catalysts for TOD. The ULI panelists are volunteer real estate, planning, and development experts who provide unbiased, pragmatic advice for addressing complex land use and development issues. The ULI panel extends for 1-1/2 days. City staff will provide panelists with a briefing packet on light rail, the Midway Subarea Plan, and the questions to be answered by the panelists. Staff also will conduct a tour of the Midway area for the panelists. The panelists then will deliberate behind closed doors, present staff with preliminary findings, and ultimately deliver a final report to the City. ULI has provided similar assistance to the City of SeaTac regarding Angle Lake Station Area Redevelopment and to the City of Kirkland regarding transforming the Totem Lake area into a vital urban center. For Kent, the analysis will assist in determining which light rail station location will best promote the TOD envisioned in the Midway Subarea Plan.
