CIVIL SERVICE COMMISSION MEETING MINUTES,
NOVEMBER 17, 1988 ; F 's, CITY ®� KENT

The regular meeting was called to order by Acting Chairman Joseph A. Street.
Introduction of new Commission members: Bob Jarvis and Alexander Thornton.
In Attendance: City Attorney Driscoll , Chief Angelo, Assistant Chief Aldridge,
Battalion Chief Fronsdahl , Lt. Mitchell and Personnel Analy$t Sue Viseth
Also Present: Officer Kathy Holt and Firefighter Shepard',' �
Mr. Street was elected unanimously as Chairman of the Commission.
Because he was the only member present at the previous meeti,og, Mr. Street
moved to approve the minutes of the meeting of October 20, 19,,8$ as submitted.
The new members have been provided copies of the minutes. ' Mr. Jarvis seconded
and the motion carried.
Chief Angelo said he was happy to report that the last two recruits who
graduated from the State Fire Academy, Mark Nordlund and Paul Wright, were
designated in the Chief's Company, a select group, and they were among the top
90 to 95 percent of the class.
Lt. Mitchell reported the entry level police officer exam is now in the process
of polygraph, psychological exam, and background investigations. There are 19
candidates who successfully passed the oral board interview. If the budget is
approved, Lt. Mitchell said that six officers will be hired after the first of
the year.
Battalion Chief Fronsdahl reported the assessment lab has just concluded and 64
candidates are proceeding to the oral board the first week of December and a
new eligibility list will be established. Chief Fronsdahl noted that with the
extra effort put forth on minority hiring this year, there are two females who
are competing in the final portion of the exam.
Mr. Jarvis moved to accept the Secretary's letter of resignation, effective
December 30, 1988, into the record. Mr. Thornton seconded And the motion
carried.
The letter of October 12, 1988 from Chief Frederiksen to Officer E. G.
Snodgrass informing him of his permanent employment status, .was read.
Mr. Jarvis moved to accept the letter into the record. Mr— Thornton seconded
and the motion carried.
The memo of October 18, 1988 from Mayor Kelleher informing of the appointment
of Alex Thornton to replace Michele Gentry Hinz was received.
The memo of October 31 , 1988 from Chief Angelo informing of the promotion of
Jan Fell to the position of Probationary Lieutenant was read. Also included is
the temporary appointment of Terry McCartin to Lieutenant, both effective
November 1 , 1988. Mr. Jarvis moved to accept the memo into the record.
Mr. Thornton seconded and the motion carried.

The letter of November 7, 1988, from Mayor Kelleher to T. R. Ried and the
letter of resignation dated November '8, 1988 from T. R. Ried were received.
The memo to the Council of November 14, 1988 from Mayor Kelleher advising of
the appointment of Bob Jarvis as a member of the Civil Service Commission was
also received.
The letter of November 7, 1988 from Firefighter Ronald Calkins submitting his
resignation, effective the same date, was read. Also read was the memo of
November 15, 1988, from Assistant Chief Aldridge advising of Mr. Calkins
resignation. Chief Angelo commented that Mr. Calkins was an excellent employee
and it took courage and honesty to make his difficult decision to resign.
Mr. Jarvis moved, Mr. Thornton seconded, to accept the correspondence into the
record. Motion carried.
Secretary reminded the members of the 'Town Hall meeting tonight at 7:00 p.m. at
the Kent Senior Activity Center.
The next meeting will be held Thursday, December 15, in the 3rd floor
conference room of the Police Department at 8:00 a.m.
Meeting adjourned at 8:20 a.m.

DATE: OCTOBER 18, 1988
I have appointed former Mayor Alex Thornton as a member of the
civil Service Commission. Mayor Thornton will be replacing Michele
Gentry-Heinz who has left the commission because site has moved out
of Kent.
As provided for in R.C.W. 35A.12.090, and in Kent City
Ordinances #778 and #1920, such appointments are not subject to
confirmation by the City Council
Mayor Thornton will fill out the remainder of Michele Gentry-
Heinz term which is 5/84 through 5/90.

Dear Mayor Kelleher:
I have served on the Civil Service Commission for the City of
Kent for 10 years, primarily as Chairman of that Commission
and feel that I must submit my resignation at this time.
I have thoroughly enjoyed my tenure on the Commission and
feel a great pride in the City having lived here since 1959
and raised five children here. I was also involved in
Scouting as an adult both on a Troop level and with the Green
River District for 20 years, and in addition, I was Chairman
of the Kent Community Safety Council for two years. In these
capacities I hope I have been able make a contribution to the .
youth in the city and to further enhance the civic image of
the City of Kent.
I feel it is now time for someone else to serve on the
Commission, perhaps bringing some new, fresh ideas to this
body.
I wish to thank you and all involved in the Commission' s
activities for your past cooperation.
