September 15, 1988
The regular meeting was called to order at 8 a.m. by Chairman 'T. Richard Ried.
In attendance: Commission Members Michele G. Hinz and Joseph, A., Street;
City Attorney Driscoll , Assistant City Administrator Webby,
Chief Frederiksen, Assistant Chief Aldridge, Battalion Chief
Fronsdahl , Personnel Analyst Viseth and Firefighter Tom Sheppard
Mr. Street moved to approve the minutes of August 18, 1988 as submitted. Ms. Hinz
seconded and the motion carried.
Assistant Chief Aldridge reported that two firefighters will be hired on September
21 and they will start the State Fire Academy on September 26.. He also stated
that four firefighters are taking their 2nd Class promotiondliexams today.
Battalion Chief Fronsdahl also informed the filing for probationary firefighter
exam is presently open and closes this Friday, the 16th.
Secretary noted there was no communication from the fire orrpolice unions in
response to the proposed revisions of Rule VII, Section 5.. i:herefore, the revision
becomes effective September 18, 1988.
City Attorney Driscoll stated that revisions to the Commission .rules and
regulations are still pending.
The letter, dated August_17, 1988, to Officer William Robnett and Officer Steven
Kelly and the letter of August 24, 1988 to Officer Bruce Weissich informing them
of their successful completion oU their probationary period5=Were read.
Mr. Street moved, Ms. Hinz seconded, to accept the letters into the record.
Motion carried. To Chairman's question, Chief Frederiksen;responded that the
three officers are lateral entry officers.
The memo of September 8, 1988 to lieutenant Dale Robertson from,Assistant Chief X
Aldridge informing him of his provisional appointment to the position of Battalion
Chief, effective September 18, 1988, was read. Mr. Street ipved, Ms. Hinz
seconded, to accept the memo into the records and the motion carried.
The letter of September 9, 1988 from Chief Angelo to Battalion Chief Weatherill
informing him of his permanent status as Battalion Chief, effective September 18,
1988, was read. Ms. Hinz moved, Mr. Street seconded, to arcept, the letter into
the record and the motion carried. 1.
The memo of September 9, 1988 from Assistant Chief Aldridge requesting permission
to conduct a Battalion Chief Assessment Center in February of 1989 was read.
Assistant Chief Aldridge responded to Chairman that the Assessment Center will be
of the same type as conducted in the past, which the Commission is familiar with.
Mr. Street moved, Ms. Hinz seconded, to accept the memo into the record and the
motion carried.
Copies of the memo of September 9 and letter of September 13, 1,988 to Assistant
Chief Aldridge from Chief Angelo were provided the Commission ,prior to the
meeting. Mr. Aldridge's promotion to permanent status as Assistant Chief is
effective September 1 , 1988. Congratulations were extended to Assistant Chief
Aldridge. Mr. Street moved, Ms. Hinz seconded, to accept the correspondence into
the record. Motion carried.
Secretary reported that her nephew has Applied for the entry level police officer
exam and, according to the rules, she must disqualify herself from the police
officer testing process. The highest ranking officer for the department for which
the exam is to be held shall act as Chief Examiner Pro Tem. The City Attorney
confirmed that this is the procedure.
The memos of September 14, 1988 from Assistant Chief Aldridge informing of the
promotions of Brian Bratz, Keith Kepler, John Robbins and Dennis Wilson to 1st
Class Firefighter, effective September 16, 1988, were read. Also read were memos
advising of the promotion of John Lytle-, effective September 16, 1988 and Eric
Pedersen, effective October 16, 1988 to 2nd Class Firefighter. Ms. Hinz moved,
Mr. Street seconded, to accept the correspondence into the record.
Secretary reported the entry police officer written exam is scheduled for
September 26, physical fitness for October 24 and the oral board for October 25,
26 and 27. The firefighter written is set for October 10 and 12. Battalion Chief
Fronsdahl noted the preview physical agility is scheduled for October 1 and 2 and
the actual physical agility exam is October 29 and 30, assessment lab is
November 14, 15 and 16 and the oral boa0dz, December 5 through U.
Secretary also noted that the Civil Service Conference has been rescheduled to
October 17 and 18, 1988 at the Sheraton-tecoma Hotel .- •_
Chairman, upon reading Rule II, Section,Ii noted that a new Chairman can be
elected only upon .the appointment of a nt* member or reorganization of the
Commission and the resignation of the Secretary will not affect a reorganization.
The next regular meeting is scheduled for October 20, 1988, 8 a.m. in the Council
Chambers.
