August 18, 1988
The regular meeting was called to order by Chairman T. Richard Ried at
8:00 a.m.
In Attendance: Commission Members Michele G. Hinz and Joseph A. Street; City
Attorney Driscoll , Assistant Administrator Webby, Chief Angelo,
Assistant Chief Aldridge, Battalion Chief,Fmn4dahl , Lieutenant
Mitchell , Firefighter Sheppard
Mr. Street moved to approve the minutes of July 21 , 1988 as submitted. Ms. Hinz
seconded and the motion carried.
Assistant Chief Aldridge reported that Chief Angelo will be 1 nterviewing candidates
No. 15 through 18 on the firefighter eligibility list next Ownday. The department
will hire two replacements to attend the Fall 1988 Academy in September.
Mr. Street moved to accept the letter of resignation from John Evans. Ms. Hinz
seconded and the motion carried.
The memo dated July 20, 1988 from Lieutenant Tom Campbell .,ifgrming of the
promotion of Kevin Garling to Firefighter First Class, effeO44,Ve .July 16, 1988, was
read. Ms. Hinz moved, Mr. Street seconded, to accept the memo into the record and
the motion carried.
In response to Chairman's inquiry regarding the revision of the rules, City
Attorney Driscoll reported that she is going to gather copitgs,I'0 other agencies'
rules and may have someone from outside to help as it will joq4,a mammoth task to
accomplish. She will keep the Commission apprised and will submit initial drafts
for review and input.
Memos of July 27, 1988 to Kent Huntington and Dave Stargel from Assistant Chief
Aldridge complimenting them on their performance as provis +rI lieutenants, was
read. The provisional appointment concluded August 12, 198*,�, Mr. Street moved,
Ms. Hinz seconded, to accept the memos into the record ands oi,"Motion carried.
The memo of July 27 from Lieutenant Bill Mitchell requestinguthe' removal of Donald
James Keith from the lateral entry police officer eligibility list, was read. The
removal is based on the psychological exam and background investigation. Mr.
Street moved, Ms. Hinz seconded, to accept the memo into #*,,;record. Motion
carried. The lateral entry list is, now exhausted.
Chief Frederiksen's memo of July 0, 1988 regarding the ter0ination of Steven Hunt
effective July 31 , 1988, due to a medical condition, was read, To Chairman, Ms.
Driscoll responded the determination to terminate was made by, the Chief with input
from the physician. Mr. Webby explained that Officer Hunt ;hur't his knee and was on
workman 's compensation and returned to duty in March with his doctor's approval ,
but had severe problems after only a few days and was out again. By the middle of
July it was determined by his doctor and the City's doctor that he could not return
to duty and he has accepted other employment, Ms. Hinz raved, Mr. Street seconded
to accept the memo into the record. Motion carried.
The letter of August 3, 1988 from Chief Frederiksen requesting an assessment center
for the position of Captain for the Corrections Administrator position, was read.
Mr. Webby explained the City Council authorized the uniformed position rather than
a civilian Correction Administrator and that he will work with the Chief to
determine the appropriate testing. Chairman noted the rule change, if approved,
will not be effective until 30 days. Mr. Street moved to app vethe request. Ms.
Hinz seconded and the motion carried.
Copies of the memos of August 11 , 1988 from Chief Frederiksen, pr'oposing a change in
language to Rule VII, Section 5, "Captain" were provided the mission prior to
this meeting. The proposal reads:
"Captain":
(1 ) Must hold the current rank of Sergeant or above with the,-% nt� Police Department
or serve satisfactorily as a Sergeant or a ove or 3b M011tJIS With another
municipal , county, state or federal law enforcement ageinty, however, successful
completion of course work in 'polide science, public or� pollce administration,
or related course work at an accredited college or univi�*ity� may be
substituted for one year of experience based on the Chi�e��fof ;Police's
evaluations. Must have served satisfactorily a minimurA '*f1l mo�with the
Kent Police Department.
(2) Must have a passing grade on examinations approved and' s�pwryised by the Civil
Service Commission.
Ms. Hinz moved to approve Chief Frederiksen's proposed changes. ' ttr. Street
seconded and the motion carried.
The next regular meeting is scheduled for Thursday, Septemb6r 15, 1988 at 8:OQ a.m.
in the Council Chambers.
At 8:20 a.m. the meeting went into executive session to review the firefighter and
entry level police officer written tests.
Meeting reconvened at 8:32 a.m. lifter review of the exam, f'*�' Street moved to
approve the firefighter and entry level police officer tesi ',,as presented.
Ms. Hinz seconded and the motion carried. I

Secretary reported the Civil Service Conference this year is scheduled for October
13 and 14, placed to be determined in the SeaTac area.
