This regular meeting was called to order by Chairman T. Richard Ried at
8:00 a.m.
In Attendance: Commissioners Michele G. Hinz and Joseph A. Street; City
Attorney Driscoll , Chief Angelo, Chief ;Fr oer;iksen, Assistant
Chief Aldridge, Captain Rees, Officer, K1l'berg, Firefighter
Shepard
Also Present: Attorneys Sharon Howard, representing the Commission;
William A. Coats, representing the Ctty vf ,Kent; and
Stuart P. Koch, representing Pat Lowery., 4pellant
The meeting commenced with the Lowery matter as the first ,item on the agenda.

file with the Commission. )
The business of the -regular meeting was resumed at to. ,tjme. Mr. Street
moved to approve the minutes of May 19, 1988 as submit , Ms. Hinz seconded
and the motion carried.

At the request of the Fire DeWtment, Mr. Street moved to extend the Fire-
fighter eligibility 1 ist for six months, to expire December 17, 1988.
Ms. Hinz seconded a d the motion carried.
The memo of May 25,1988 from Assistant Chief Aldridge ipforming of the pro-
motion of Kent Knit to First Class Firefighter, effective May 16, 1988, was
read. Ms. Hinz moveed, Mr. Street seconded, to accept the memo into the
record. Motion carried.
Ms. Hinz moved, Mr. Street seconded, to approve the p 0
t of the invoice of
$690 from Ms. Howard for legal services rendered in May., 988. Motion carried.
Mr. Street moved, Pis. Hinz seconded, to approve the Fire Lieutenant eligi-
bility list of Junj 16, 1988 as follows:
James S. Carroll
Kevin R. Nee
Ronald D. Johnson
John R. Keizer
Terry J. McCarti n
John M. Willits
Jan E. Fell (corrected)
Jeffrey S. earsness (corrected)

Motion carried.
The letter of resignation, dated May 20, 1988, from Officer., Jrl E. Calhoun,
was read. The effective date of resignation is May 30, 1'9 ,* Ms. Hinz moved
to accept the letter into the record. Mr. Street seconded, aAd the motion
carried.
The letter dated May 27, 1988 to Paul M. Luke from Chief Frederiksen, inform-
ing of his employment as Patrolman 2, effective June 27, 1988, was read.
Similar letters were received regarding Frank J. Connelly as, Patrolman 2,
effective June 6, 1988; James A. Miller to Patrolman 2, effective June 15,
1988; and Steven A. Holt to Patrolman 3, effective June IS., 1988. Mr. Street
moved to accept the letters into the record. Ms. Hinz seeded, and the motion
carried.
Copies of the letter from Michael S. Painter, President of,the Kent Police
Union, were provided earlier to the Commission. The letter requests the
Police and Firefighters Unions' input be included in the roviwof the Civil
Service Commission Rules. Ms. Driscoll , who is in charge pf the review and
drafting of rule revisions, informed the Commission she is�.,'b gahizing the
revisions by having someone from outside look at it, with fnput,, from various
departments, and she anticipates seeking input from the Police and Fire-
fighters Unions before coming to the Commission with a drafti 'Secretary will
send a response to the; Pol i ce Officers Union informing theag of the City
Attorney's proposal .
The next regular meeting will be July 21 , 1988.

Meeting reconvened at 9 a.m. to correct the Fire Lieutenant Eligibility list
based on information from the Secretary and Chief Examiners Jah Fell should
be No. 7 and Jeffrey Barsness is in position No. 8 on the list. Ms. Hinz
moved to make the corrections. Mr. Street seconded and the motion carried.
