CIVIL SERVICE COMMISSION MEETING MINUTES
May 19, 1988
The regular meeting was called to order by Chairman T. Richard Rued at 8:08 a.m.
In Attendance: Commissioners Joseph A. Street and Michele G. Hinz, City
Attorney Driscoll , Assistant City Administrator Webby,
Chief Angelo, Chief Frederiksen, Assistant Chief Aldridge,
Battalion Chief Fronsdahl and Captain Rees
Also Present: Attorneys Sharon Howard, representing the Commission,
William A. Coats, representing the City of Kent, Stuart
P. Koch, representing Pat Lowery and Pat Lowery, 'appellant.
There was also personnel from the Police and Personnel Departments.
Ms. Hinz moved and Mr. Street seconded to accept the minutes of April 21 , 1988 into
the records. Motion carried.
Chairman noted that the following correspondence is to be introduced into the
record: letters from S. P. Koch to S. Howard and the Commission, April 26 and 27,
1988; from the City Attorney to S. Koch, April 26, 1988; from S. P. Koch to
Chairman Ried, April 29, 1988; from S. Howard to S. Koch and W. Coats, May 2, 1988;
from S. Howard to the Commission, including Discovery Order,, May 3, 1988; from S.
Howard to the Commission, May 5, 1988; from the Secretary to S. Koch, May 9, 1988;
from S. P. Koch to W. Coats, May 9, 1988; S. Koch to the Commission, May 16, 1988;
and S. Koch to W. Coats, May 16, 1988. Mr. Street moved to admit this
correspondence into the record. Ms. Hinz seconded and the motion carried.
This portion of the meeting relating to the Lowery matter has been transcribed
verbatim and the transcript will be on file with the Commission.
The hearing on the Lowery matter is scheduled for Monday, June 27, 1988, at 8:00
a.m. in the Council Chambers.
The memo of June 18, 1988 from Assistant Chief Aldridge regarding the exercises in
the impending Fire Lieutenant exam was read. The scoring mechanism will be
provided the Commission by mail . Ms. Hinz moved, Mr. Street seconded, to accept
the memo into the record. Motion carried.
Copies of the letter from the City Attorney and the invoice from Ms. Howard were
earlier provided to the Commission. Mr. Street moved, Ms. Hinz seconded, to accept
the correspondence into the record. Motion carried.
At this time the meeting resumed with the Lowery matter. A verbatim transcript of
the proceedings of this portion will be on file with the Commission.
A special meeting is scheduled for Wednesday, June 8, 1988, a•t 8:00 a.m. in the
Council Chambers for the purpose of subpoena and any related Discovery.

Ms. Hinz moved, Mr. Street seconded, to approve the lateral entry police officer
list as follows:

Donald J. Keith

The motion carried.
Copies of the letter from Assistant Chief Berg, Summary of Predisciplinary Hearing
of April 19, 1988, letter of April 19, 1988 from R. Kevin Kerns and letter of
April 21 , 1988 from Firefighter James Carroll were previously provided to the
Commission. Mr. Street moved, Ms. Hinz seconded to accept the correspondence into
the record and the motion carried.
The memo of May 5, 1988 from Chief Frederiksen informing of the promotion of
Officer Jon Quackenbush to the rank of Sergeant, effective May 5, 1988, was read.
Mr. Street moved, Ms. Hinz seconded, to accept the memo into the (record and the
motion carried.
The memo of May 3, 1988 from Firefighter Kevin Garling requepting, early testing for
First Class Firefighter and copy of a certificate from L. H.-Bates Vocational
Technical Institute showing 426 clock hours, were received. A'rmemo dated May 13,
1988 from the J.A.T.C. granting Garling approval to take the First Class test on or
about July 11 , 1988 was also received. A memo from J.A.T.C., dated May 13, 1988
giving approval to Firefighter Kent D. Knight to take his First Class Firefighter
test on or about May 16, 1988 was received. His request was entered into the record
at the previous meeting. Another memo from the J.A.T.C. was received, granting
permission to Firefighter Guy Thompson to take his First Class ''Firefighter test on
or about Sepptember 10, 1988. Ms. Hinz moved, Mr. Street seconded, to approve the
requests. Motion carried.
The next regular meeting is scheduled for 8:00 a.m. , Thursday, June 16, 1988 in the
Council Chambers.
Meeting adjourned at 8.55 a.m.
