The regular meeting was called to order by Chairman T. Richard Ried
In Attendance: Commissioners Michele G. Hinz and Joseph A. Street,
Administrative Assistant Webby, Assistant City
Attorney Williamson, Chief Angelo, Chief Frederiksen,
Assistant Chief Aldridge and Battalion Chief Fronsdahl
Also Present: Sue Viseth, Personnel Specialist
Mr. Street moved to approve the minutes of the February 18, 1988 meeting and the
March 3 special meeting. Ms. Hinz seconded and the motion carried.
Mr. Williamson spoke in behalf of City Attorney Driscoll . He Aisclosed that the
City Attorney's office will be representing the Police Dept. in the matter of Pat
Lowery. He said that Attorney Driscoll advised the Commission not to discuss on
record, or in any executive session, any matter pertaining to Pat Lowery. Mr.
Williamson also informed the Commission that Attorney Driscoll recommends retaining
Ms. Sharon Howard, counsel for the Bellevue School District. She has a criminal
law background and has worked with various Civil Service Copmtissions. Also, her
employment would not present any conflict of interest. Ms. Hinz moved to authorize
the retaining of Attorney Howard. Mr. Street seconded and the motion carried.
Chief Angelo said he was proud to report that one recruit from the last academy,
Martin W. Smale, was Valedictorian of the class. In addition, Paul J. Moffat was
given the Inspirational Award and the third award was given by a former chief of
the Seattle Fire Dept. to four people, which included Firefighters Smale and Steven
W. Parsons.
Revision of Rule X, Section 11 , "Re-examination" is still pending. Chief Angelo
reported that he and Chief Frederiksen will meet with the City Attorney later today
to discuss the changes.
Mr. Street moved, Ms. Hinz seconded, to renew the IPMA dues for 1988-89 for $186.
Motion carried.
The letters of February 19, 1988, from Chief Frederiksen to the newly hired lateral
entry Police Officers at Step 4 (Patrolman 2), effective March 7, 1988, were read.
The letters are to Marvin L. Wilson, Laine W. Farr, Harry H. Hansen, Patricia King
and Karl E. Calhoun. Ms. Hinz moved, Mr. Street seconded, to accept the letters
into the record and the motion carried.
Ms. Hinz moved and Mr. Street seconded to accept the correspondence of February 18,
1988, from Chief Frederiksen, and the correspondence from Stuart Pereira Koch,
dated February 22, March 3 and March 7 into the record together with the
secretary's responses of February 25 and March 4, 1988. Motion carried. This
correspondence is in reference to the Pat Lowery matter.
The memo of February 22, 1988, from Chief Frederiksen, requesting the extension of
the Lieutenant eligibility list for six months was read. Mr. Street moved, Ms.
Hinz seconded, to extend the Police Lieutenant eligibility list for six months.
Motion carried. The list is extended to October 16, 1988.

The letter of February 23, 1988, from Firefighter Roger Kacrcik requesting early
Firefighter 1st Class testing was read. Attached to the letter is a certificate of
attendance from L. H. Bates, Vocational Technical Institute cortifying 1 362 clock
hours of instruction in Fire Study. Also read was a letter.from the JAT� granting
permission to Firefighter Kacmarcik to take the test early. Chief Angelo stated he
concurred with the JATC decision. Mr. Street moved, Ms. Hinz seconded, to approve
the request and the motion carried.
The letters of February 24, 1988 to Officers Gary R. Fox, Lisa L. Gullikson and
Darin P. Majack, notifying them of the successful completion of their probationary
period, effective February 23, 1988, were read. Ms. Hinz Wwod, Mr. Street
seconded, to accept the letters into the record and the motion carried. This group
is from the entry-level exam process.
Chief Frederiksen's letter of February 26, 1988, informing of the provisional
appointment of Jon P. Quackenbush to the position of Sergeants effective
February 26, 1988, was read. Ms. Hinz moved, Mr. Street secltdeo, to accept the
letter into the record and the motion carried.
Assistant Chief Aldridge's memos of March 11 , 1988, informing of the promotions of
the following to FF 2nd Class, effective March 16, 1988, were read: Brian Kingery,
Aldridge Krepela, Richard Olsen, Robert Rush, Ronald Sweigard, and Guy Thompson.
Ms. Hinz moved, Mr. Street seconded, to accept the memos into the record. Motion
carried.
The memos dated March 16, 1988, from Assistant Chief Aldrid informing of the
successful completion of the probationary period of the fo1CWing were read:
Kenneth Heintz, Robert W. Johnson, Christopher Lindahl , Cone.04 Motsuoka, James
Merritt and J. Kraig Peigguss. The effective date of their remotion to FF
3rd Class is March 16, 1988. Mr. Street moved, Ms. Hinz se onded, to accept the
memos into the record. Motion carried.
For information only, secretary reported the Police lateral ,entry exam process
opened on March 11 and will close April 11 , 1988. The Police Sergeant filing
period opened March 15 and will close March 29, 1988.
Battalion Chief Fronsdahl 's memo of March 16, 1988, informitig,of the employment of
Ronald B. Calkins and Peter W. Conway, effective March 16, 1088, ,was read. Ms.
Hinz moved, Mr. Street seconded, to accept the memo into the record and the motion
carried.
The next regular meeting is scheduled for Thursday, April 21, 1908 at 8 a.m. in the
Council Chambers.
Meeting adjourned at 8:25 a.m.
