Out of State Trip - Equipment Rental Division
Wickstrom explained the request was to send one of the City' s
mechanics to a Kawasaki motorcycle maintenance training school in
California so that repairs on the City's motorcycle fleet could be
done in house rather than sending them out for repairs. Repair
costs for the two existing motorcycles have averaged $1,900 per
unit per year. The cost to the City for the training would be the
costs of the airfare and lodging. The schooling is provided free
of charge by Kawasaki. The Committee unanimously approved the
request.
Dee Moschel - 448 Alpine Way
Ms. Moschel reported on damages her property has sustained as a
result of the Sanitary Sewer Rebuild project. She asked she be
placed on the agenda for the next Committee meeting to discuss
these items. White asked about the completion date of the project.
Wickstrom responded the contractor is in the process of finalizing
the restoration. Woods asked if staff would go up to Mrs.
Moschel 's property to ascertain the extent of the damages. White
asked if there was any notification regarding the work. Mrs.
Moschel responded the Engineering Department sent out a letter but
the contractor had not contacted the property owners. White
inquired about the construction criteria to which the contractors
must adhere and alluded to the complaints he has had regarding
construction projects. Mrs. Moschel inquired about the restoration
of the landscaping on her back and side yards. W,Ickstrom responded
those areas are in public right of way but th ity intends to
restore the landscaping as close to original as 'p00sible. Woods
recommended this item be placed on the agenda;' for the next
Committee meeting on January 24.
Lavender Hills Development
Wickstrom related the survey did determine the , .damage was on
private property and not City right of way. Bill Wi,41liamson stated
there is no enforceable basis for the City to take any action

against the developer for his compliance with a regulatory SEPA
condition. If it was a City contract the situation would be
different. This is basically a trespass against a property owner
by a private developer. Williamson referred to RCW 64 . 12 . 030 and
offered to contact the property owner and forward a copy of the
code to her. The Committee unanimously approved that the Attorney
contact Mrs. McNamara with the information he has just presented
to the Committee.
Walnut Park - access on 111th
Wickstrom stated the developer has asked to reopen 111th for access
during the construction of his apartments. Wickstroz stated he had
denied this request and the developer had asked to come before the
Public Works Committee with the request. However, he did not
attend the meeting. The Committee unanimously voted support of the
Public Works Director' s denial of the access.
Review of Town Hall Meeting Responses
Johnson asked the Committee how they wished to address those issues
which had been raised at the Town Hall Meeting and the Mayor had
forwarded to the Committee. Johnson stated he felt many of these
items could be handled administratively. Woods stated she would
prefer if the initial contact came from staff, then if the citizen
still wished to come before the Committee they would certainly be
welcomed. Harris stated he has spoken with the Mayor regarding
this. In the future, the Mayor intends to refer it to the
Department Heads, staff will then respond to the item and keep the
Mayor's office informed as to the status. Then if needed, the item
can come before the Committees. White concurred. Woods
recommended this process be used for those items included in this
agenda packet. The Committee concurred.
Parking - Downtown Area
Johnson stated he would like to ask KDA to address and bring to the
Committee parking recommendations for the downtown area, whether
the two hour parking limitations should be removed, parking in the
lot on Titus between 2nd and 1st, parking for ,employees of the
downtown merchants. There was discussion of parking'situation that
may exist during construction of the new office building downtown.
Dee Moschel stated due to the complexity of the problem she felt
KDA would need the input of a City representative. _,Johnson stated
he certainly intended for the City to provide support to KDA.
Johnson suggested that perhaps the Mayor could appoint the City
representative to work with KDA. White expressed concern about our
efforts to keep the public aware of the parking situation. Hansen
stated that as soon as certain agreements are solidified there are
a number of things that must take place soon. Among those is

notification of the public, a parking plan for employees, etc.
There will be ample time once the agreements are in place for a
concentrated PR effort.
