APPROVAL OF VOUCHERS All claims for the period ending June 29, 1990 in the amount of $1, 089 ,554 .94 were approved for payment. UPGRADE CENTRAL TELEPHONE SYSTEM Information Services Director Spang requested funding to upgrade the central telephone system in anticipation of the move to the Centennial Building in the later half of 1990. The funds were set aside in the CIP for 1991 when the Centennial Building was expected to be completed. The IBC recommended the funds be advanced to facilitate an earlier move. The Operations Committee recommended this to Council by a vote of 2-0. CLID 328 BOND ISSUANCE REPORT Financial Services Manager Miller presented an information only item to the committee to notify the City's intention to sell CLID 328/334 bonds. At the Council meeting July 17 Dick King, of Lehman Brothers, will present a Bond Purchase contract for the sale of CLID 328/334 . The proposal will include market rate comparisons on recently issued debt and will have a recommendation from City staff. ELEVATOR & WINDOW WASHING CONTRACT AWARD Customer Services Manager Lindsey requested the subject contracts be awarded based on responses to proposals. References have been checked and authorization is requested for the Mayor's signature on contracts. The Operations Committee recommended the contracts to Council with a vote of 2-0. LIBRARY SERVICE UPDATE REPORT Assistant City Administrator Hansen proposed that this item be moved to the next Operations Committee meeting due to the length of the agenda. The Committee members accepted this recommendation. AWARD OF COUNCIL CHAMBER SOUND SYSTEM BID Customer Services Manager Lindsey recommended that Muzak be awarded the bid. Muzak bid the system as specified by the consultant without changes and came in with the low bid. It was also noted that it is a sealed bid process opened by the City Clerk. It was moved to the Consent Calendar with a vote of 2-0. ANIMAL CONTROL SLIDE PRESENTATION Dan Graves from King County Animal Control gave a slide presentation to the Committee. The presentation gave information on the services provided by King County Animal Control. ADMINISTRATION DEPARTMENT BUDGET PRESENTATION Assistant City Administrator Hansen presented the Council and Administration/Mayor budget proposal*. CIVIL SERVICE BUDGET PRESENTATION Secretary and Chief Examiner Dixon presented the Civil Service 1991 budget proposal*. LAW DEPARTMENT BUDGET PRESENTATION Acting City Attorney Williamson presented the Law Department's 1991 budget proposal. A copy of which was included with the Operations Committee agenda. LAW DEPARTMENT REQUEST FOR CONTRACT PROSECUTOR Acting City Attorney Williamson petitioned the Committee for a contract prosecutor for the Law Department. The prosecutor would be engaged with the understanding that it would be a temporary position to alleviate the understaffing until a permanent City Attorney is hired. After discussion with the Committee, it was moved that a contract prosecutor should be engaged and the Operations Committee would recommend this item to City Council at the next meeting. It was also stated that the source of funds should be determined with Administration and Finance prior to the Council meeting. The motion carried with a vote of 2-0. LIBRARY BUDGET PRESENTATION Librarian Young presented the Library's 1991 budget proposal*. The meeting was adjourned at 6: 10 pm. * A copy of the presentation was distributed at the Operations Committee meeting. In an effort to reduce paper usage, copies will be provided upon request.
